The Ministry of Education and Training has issued guidelines for organizing the national high school student excellence competition for the 2025-2026 academic year.
According to the plan, on December 25th, candidates will take written exams in Mathematics, Physics, Chemistry, Biology, Literature, History, Geography, English, Russian, French, Chinese, Japanese, and a computer programming exam for Informatics.
On December 26th, the exam continued with written tests in Mathematics, Physics, Chemistry, and Biology, oral tests for foreign languages, and computer programming tests for Informatics.
Before December 16th, the Ministry of Education and Training will notify the participating units about the establishment of the examination invigilation board and the deployment of personnel to participate in the exam.

The Ministry of Education and Training requires that invigilators for the Informatics exam must be lecturers or teachers currently teaching Informatics; and invigilators for foreign language exams must be lecturers or teachers currently teaching foreign languages. This regulation ensures timely handling of any situations that may arise during the examination process.
For the Foreign Language Speaking test, when the recording system begins, candidates must read out the test code and the question content before answering. They are not allowed to read out their full name, registration number, or make any sounds to mark their answer; any violation will result in the speaking test being considered a breach of regulations.
Candidates must speak loudly and clearly during the recording process; invigilators are not allowed to make any noise while the system is recording. In case of incidents such as power outages or internet connection loss, the examination board will handle the situation according to the instructions of the Examination Steering Committee.
This year's exam is organized according to Circular 17/2023/TT-BGDĐT (promulgating the Regulations for the National Excellent Student Exam) and Circular 23/2025/TT-BGDĐT (amending and supplementing). Accordingly, each participating unit can register a maximum of 10 candidates for each subject, except for Hanoi, which can register a maximum of 20 candidates.
Localities that have undergone administrative mergers at the provincial level are allowed to increase the number of candidates corresponding to the number of provinces before the merger. For example, Ho Chi Minh City, which was allowed to register 20 candidates before the merger, now has 40 candidates due to the merger of two additional provinces.
The new regulations also add specific provisions regarding facilities and equipment for specialized subjects such as Informatics and Foreign Languages. For Informatics, candidates will take the exam in a separate room, with the computers isolated and not connected to any devices or equipment inside or outside the examination room.
For the Foreign Language subject, during the written exam, each subject is assigned a separate examination room equipped with a CD player and speakers, and there are at least two backup sets of equipment available for all examination rooms. The oral exam is conducted according to the detailed guidelines of the Ministry of Education and Training.
