Before December 16th, the Ministry of Education and Training will notify the participating units about the organization of examination boards and the deployment of personnel to participate in these boards.
For the computer science and foreign language exams, the Ministry of Education and Training's guidelines require that: the invigilators for the computer science exam be lecturers or teachers currently teaching computer science; and the invigilators for the foreign language exam be lecturers or teachers currently teaching foreign languages. This is to ensure timely handling of any situations that may arise during the invigilation of these subjects.
The instructions also include points to note while recording the foreign language speaking test, such as: "When the system starts recording, candidates must read the test code and the content of the questions in the test before beginning to answer in the language of the test. Candidates do not..." Okay Read out your full name and registration number, mention personal information in your answers, and make sounds to mark your turn in the exam (if you violate this rule, your speaking exam will be considered a violation).
When recording the exam, candidates must speak loudly and clearly. Invigilators in the examination room must not make any noise while the system is recording the candidates' answers. During the speaking exam, if power outages or internet connection problems occur, the examination boards will handle them according to the instructions of the steering committee...
This year's exam is conducted in accordance with the Regulations on the National Excellent Student Selection Exam issued together with Circular No. 17/2023/TT-BGDĐT dated October 10, 2023, amended and supplemented by Circular 23/2025/TT-BGDĐT dated October 24, 2025, of the Minister of Education and Training.
Accordingly, regarding the number of contestants, the new regulations still allow each participating unit to register a maximum of 10 contestants for each team in each subject of the national excellent student selection competition. However, the Hanoi participating unit is allowed to register a maximum of 20 contestants for each team.
However, localities undergoing administrative reorganization at the provincial level are allowed to increase the number of candidates in the exam corresponding to the number of provinces before the merger. For example, Ho Chi Minh City, which before the merger could register a maximum of 20 candidates, now has this increased to 40 candidates due to the merger with two more provinces.
The new regulations also add stricter provisions regarding facilities and equipment for subjects such as computer science and foreign languages, which were not specifically addressed in the old regulations. For example, regarding examination rooms, candidates taking the computer science exam in the national excellent student selection exam are assigned to separate examination rooms; the computers are isolated and have no contact with any equipment or facilities inside or outside the examination room.
For foreign language exams, the written test will be conducted in a separate examination room for each language, equipped with a CD player and speakers. There will be at least two backup CD players and speakers shared among all foreign language examination rooms. The oral exam will be conducted according to the exam organization guidelines.
