Bidding packages with international standards
Recently, the Hanoi Traffic Construction Investment Project Management Board issued Decision No. 997, approving the contractor selection results for package EQ-01: buses and maintenance and repair equipment systems and charging stations under the project to enhance sustainable urban transport for Hanoi railway line No. 3 (Troi - Nhon - Hanoi Railway Station - Hoang Mai).

The contract, valued at VND259.7 billion, is financed by a loan from ADB. The selection method is international competitive bidding, with the aim of promoting the development of environmentally friendly public transport through a multi-modal transport model.
In which, the feeder bus routes play a role in connecting and supporting the operation of metro line 3.
The contract includes the supply of 53 medium-sized electric buses integrated with intelligent transport systems (ITS), 27 charging stations and accompanying equipment, with a completion time of 8 months.
To pass the selection round, bidding enterprises must meet a series of strict criteria from ADB regarding capacity such as: having experience implementing contracts worth 8 million USD; minimum average annual revenue of 20 million USD...
Bidding enterprises must have stable cash flow to access current assets, credit lines and other financial sources.
The results announced showed that a consortium of three Vietnamese private enterprises had won the bid, beating a foreign enterprise. Of which, VinFast’s bid alone was worth nearly VND248 billion, the rest belonged to two companies specializing in manufacturing and distributing domestic equipment and software.
Capacity of Vietnamese enterprises
Mr. Tran Dang Anh Minh, an expert in the field of international investment, affirmed that lending conditions of financial institutions such as ADB are very strict.
“Not only does ADB require a sound financial profile and production capacity, it also requires implementation experience in priority areas such as environmental protection, digital transformation, and green transformation, in line with its 2030 Strategy and priority portfolio,” said Mr. Minh.
According to him, that means that businesses wanting to access ADB-funded projects cannot just “do business effectively” in the usual sense, but must demonstrate a business model linked to sustainable development goals, an internationally standard environmental-social governance (ESG) system, and the ability to implement large-scale, impactful projects at the national level.
“Therefore, VinFast's winning the bid not only demonstrates its ability to supply electric vehicles for a bid package, but also its international standard capacity, which can compete with and even surpass many foreign enterprises of the Vietnamese brand,” the expert said.
From another perspective, Mr. Tran Dang Anh Minh also highly appreciated the green transformation spirit of Hanoi as well as international organizations in the context that Vietnam is moving towards strong solutions to protect the environment.
According to him, in that process, Vietnam has a significant advantage with the emergence of businesses like VinFast.
“Enterprises like VinFast will be an important factor in driving the green transition, not only in Vietnam but also in many places where VinFast is present,” the expert assessed.
