As reported by VietNamNet , recently, a series of wind power enterprises in Quang Tri have sent petitions to the Ministry of Industry and Trade , the People's Committee of Quang Tri province, Vietnam Electricity (EVN) and the National Electricity System and Market Operation Company Limited (NSMO) requesting consideration of limiting the reduction of available power generation capacity.

These businesses said that the cluster of wind power plants in Quang Tri has recently had its available capacity cut, especially from the end of September 2025 until now, which has seriously affected the production and business activities of power generation units.

In fact, in recent cuts, the average capacity was reduced by 20-90%, sometimes up to 99%, and the cut time was long. Wind power enterprises in Quang Tri emphasized that this was something that had never happened before.

It is worth mentioning that if the cuts continue in November and December, the revenue of wind power plants in 2025 will decrease by 10-15%, even up to 20%, not to mention the previous cuts.

“If the power generation capacity cut continues, the revenue loss (10-20%) will be greater than the target profit (5-10%). At that time, the project efficiency will be seriously reduced. We will not be able to repay the principal and interest to the bank as well as pay operating costs, ensure the welfare of workers and contribute to the state budget. The risk of financial collapse, even bankruptcy, is entirely possible,” wind power enterprises worry.

Regarding the reason for the reduction in power generation capacity of power plants , in the information sent to power generation units and grid management units, NSMO cited statistics from the National Hydrometeorological Service, last October recorded 35 rain records, including 20 records for daily rainfall and 15 records for total monthly rainfall. It is forecasted that the situation of storms and tropical depressions may continue to develop complicatedly in November. In particular, on November 6-7, storm No. 13 (Kalmaegi) made landfall, bringing heavy rain.

“The complicated weather situation directly affects the operation of the national power system,” NSMO said.

According to NSMO, due to the impact of storm and storm circulation No. 13, the water flow to hydroelectric reservoirs increased, causing 80/122 hydroelectric reservoirs with a total hydroelectric capacity to discharge floodwaters up to 16,000 MW (November 7).

At the same time, wind power also increased, reaching 3,400-4,000 MW, 2,000-3,000 MW higher than the previous days. Meanwhile, load demand was low, some loads were lost due to the storm's impact.

"The above factors caused the national power system to experience a state of excess power and overload continuously in October and November," NSMO said.

To ensure the balance of supply and demand and keep the frequency of the national power system within the allowable limit, NSMO has continuously monitored and adjusted the mobilization of power sources. Accordingly, at some points, this unit has been forced to reduce the mobilization of both hydropower plants that are releasing floodwaters and renewable energy sources such as wind power and solar power.

This, according to NSMO, is to ensure safe operation of the national power system in general and power plants in particular.

Previously, investors and wind power enterprises proposed that the Ministry of Industry and Trade and relevant units consider and research solutions to minimize the reduction of power generation capacity of wind power plants in Quang Tri.

In case of mandatory reduction, EVN and NSMO are requested to consider publicly and transparently providing information on the time and capacity of reduction for all types of power plants, including state-owned, private and other economic sectors, as well as between types such as hydropower, wind power, solar power, etc.

If the power generation capacity cuts continue, the efficiency of wind power projects will be severely reduced. As a result, businesses will not be able to repay bank loans, leading to the risk of financial collapse or even bankruptcy.
