Concluding the 3rd session of the National Election Council on the afternoon of November 10, National Assembly Chairman Tran Thanh Man emphasized: The expectations and supervision of the people, voters, and public opinion are increasingly high, election preparation work must be complete, timely, and synchronous; absolutely no procedural errors that affect the right to vote and run for election must occur.

At the meeting, delegates voted to approve the Resolution adjusting the assignment of tasks to a number of members of the National Election Council and the National Election Council's Working Subcommittee.

Concluding the session, National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man highly appreciated the implementation of the tasks of the National Election Council in recent times, ensuring the overall progress, quality and requirements.

Propaganda work must create wide coverage.

In addition, the National Assembly Chairman noted a number of shortcomings and limitations such as a number of guidance documents, procedures, and forms being slow to be issued synchronously; uneven application of technology and ensuring network security; digital propaganda and communication work is still in its early stages, and has not yet created extensive coverage for ethnic minorities, migrant workers, and remote areas...

Emphasizing some guiding viewpoints and general requirements in the coming period so that the National Election Council has consistency in leadership and direction, the National Assembly Chairman requested to ensure full, timely, and synchronous requirements and legal work; absolutely not to allow procedural errors that affect the right to vote and run for election. The National Assembly Chairman stated that the expectations and supervision of the people, voters and public opinion are increasingly high.

Along with that, the National Assembly Chairman requested a methodical and professional organization; "doing it early and remotely", clearly defining people, tasks, deadlines, results, and responsibilities; and strengthening independent inspection and supervision.

Putting voters at the center , providing transparent and accessible information; creating maximum convenience for candidates and voters; protecting personal data. Promoting digital transformation in election work; smooth and smooth coordination between the Central and local levels; promoting the responsibility of leaders; promptly handling bottlenecks and arising situations.

The National Assembly Chairman suggested that we should not be subjective, especially at the grassroots level. Recently, the local government was organized at two levels and new communes were merged. Therefore, we must pay close attention to leadership, direction and guidance.

Ensure democracy, objectivity and compliance with regulations

Regarding the tasks in the coming time, the National Assembly Chairman requested: Members of the National Election Council, Sub-committees, and the Office of the National Election Council to closely follow the plan, focusing on the following tasks: Urgently promote the completion of the system of documents, forms, and strict and unified professional instructions; direct agencies and localities to carefully prepare personnel work, ensuring democracy, objectivity, and compliance with regulations.

In addition, strengthen communication, technology, security, and voter rights, especially for voters in remote, border, and island areas, industrial park workers, youth, and students, etc.

The construction of a national database on voters needs to be closely coordinated between the Ministry of Public Security, the Ministry of Home Affairs, the Office of the National Assembly, the Office of the National Election Council and localities, ensuring accuracy, security and convenience.

The National Assembly Chairman noted that attention should be paid to ensuring political security, preventing violations of the law, spreading bad and toxic information, causing disturbances, and exploiting the election for sabotage purposes. At the same time, ensuring funding, logistics, and procurement in accordance with regulations, with the spirit of thorough savings and serious risk management, early and from afar.

Take the lead in presiding over and coordinating the development of plans to inspect and supervise election work, submit them to the National Election Council and the National Assembly Standing Committee for consideration and comments before promulgation.

The National Assembly Chairman assigned the Standing Committee of the Delegation Affairs Committee to preside over, continue to review and complete the report to the National Assembly Standing Committee for comments and approval of the Resolution on the expected structure and composition of National Assembly deputies, the number of people of agencies, political organizations, socio-political organizations, social organizations and the people's armed forces, and state agencies at the central and local levels within 90 days at the latest ( expected to be completed before November 20, 2025 ).


The National Assembly Chairman noted that, based on the expected structure and number of people of the allocated agencies and organizations, the presiding agency will coordinate with relevant agencies to organize the expected introduction of candidates for National Assembly deputies, and organize conferences to collect opinions from voters at the workplace or workplace of the candidates expected to be introduced as candidates (during the period from December 17, 2025 to January 25, 2026).

At the meeting, members of the National Election Council listened to the report of the Secretary General of the National Assembly, Head of the National Assembly Office, Chief of the National Election Council Office Le Quang Manh on the implementation of preparations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term since the 2nd meeting until now and a number of key tasks in the coming time; the contents of preparations for the National Conference to deploy the election work.

This afternoon, delegates also listened to Chairman of the Delegation Affairs Committee, member of the National Election Council Nguyen Huu Dong report on the expected number and composition of deputies of the 16th National Assembly approved by the National Assembly Standing Committee at the 51st Session and the report on adjusting the assignment of tasks to some members of the National Election Council and the National Election Council's Subcommittee.

Members of the National Election Council highly agreed with the reports and contents presented at the Session; agreed on the contents and program of the National Conference to disseminate the Politburo's Directive on implementing election work; and at the same time voted to pass the Resolution adjusting the assignment of tasks to a number of members of the National Election Council and the National Election Council's Subcommittee.

Delegates listened to the announcement on the official operation of the Election Information Website at http://hoidongbaucu.quochoi.vn/, ensuring connection, updating, and publication of content related to information and propaganda activities on elections.

According to the provisions of the Election Law, the National Assembly Standing Committee will make the first adjustment to the structure, composition, and number of people of central and local agencies, organizations, and units to nominate candidates for National Assembly deputies, no later than 90 days (must be completed before December 15, 2025). Therefore, it is necessary to urgently develop and complete the document.

In the direction this afternoon, National Assembly Chairman Tran Thanh Man assigned the Personnel Subcommittee to preside over and coordinate with the Standing Committee of the Delegation Affairs Committee to develop a personnel orientation for full-time National Assembly deputies of the 16th term at the Central level to report to the National Assembly Party Committee, and continue to report to the Politburo and the Secretariat for comments as a basis for implementing the process and procedures for introducing personnel to run for National Assembly deputies.


Immediately after the 3rd Session, the National Assembly Chairman assigned the Office of the National Election Council to preside over and coordinate with relevant agencies: Fully absorb the opinions of the National Election Council members at the session, complete the documents, as well as coordinate with central and local agencies to deploy the work smoothly, effectively and in accordance with regulations.

Preside over and coordinate with the National Assembly Office to review the preparations for the National Conference to deploy the election work. Preside over and coordinate with the Standing Committee of the Delegation Affairs Committee to synthesize data on constituencies, lists of constituencies and the number of National Assembly deputies elected in each constituency to submit to the National Election Council for determination and announcement, no later than 80 days (completed before December 25, 2025)...

The National Assembly Chairman requested relevant agencies and organizations to closely coordinate with the National Election Council to prepare for the National Conference on election work. Members of the National Election Council should promote the spirit of initiative and responsibility, promptly handle arising issues to help localities overcome difficulties in election work.
