
Attending the ceremony were Deputy Prime Minister Ho Quoc Dung, Chairman of the Central Council for Coordination of Law Dissemination and Education; Minister of Justice Nguyen Hai Ninh, Standing Vice Chairman of the Central Council for Coordination of Law Dissemination and Education; leaders of central committees, ministries, branches, and organizations; representatives of leaders of provincial and city Party Committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees of provinces and cities; representatives of the National Assembly delegations, members of the Council for Coordination of Law Dissemination and Education; representatives of leaders of Party committees, governments, and socio-political organizations at the commune level… along with the Vietnam Agricultural and Rural Development Bank (Agribank).

In his opening remarks, Deputy Prime Minister Ho Quoc Dung stated that, to commemorate the promulgation of the first Constitution of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) on November 9, 1946, the Law on Dissemination and Education of Law stipulates that November 9th each year is the Law Day of the Socialist Republic of Vietnam.

After 13 years of implementation, Vietnam Law Day has increasingly become an important political and legal event of the country, actively supported and proactively participated in by ministries, agencies, localities and the people with many practical, effective and appropriate activities, linked to the specific tasks of each agency, ministry, sector, organization and locality, closely adhering to the needs, rights and legitimate interests of people and businesses.

Resolution No. 66-NQ/TW of the Politburo dated April 30, 2025, on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era, consistently affirms the view that institutions are the breakthrough of breakthroughs; at the same time, it aims to improve the effectiveness of law enforcement, focus on building a culture of law compliance, ensure the supremacy of the Constitution and laws, and closely link lawmaking and enforcement. In this context, Vietnam Law Day is increasingly of special importance, affirming the supreme position of law in a rule-of-law state; educating all citizens and all subjects in society about the importance of law compliance; and contributing to building a legal culture, upholding human values, civic consciousness, and respecting discipline, order, and freedom within the framework of the law in the new situation.



In his directive speech, National Assembly Chairman Tran Thanh Man stated: For many years, the Party and State have paid great attention to the work of lawmaking. During the 13th Central Committee term and the 15th National Assembly term, lawmaking has become increasingly rigorous, strengthening coordination between the Government and the National Assembly. During the 15th term, the National Assembly passed 99 laws and 41 normative resolutions. At the ongoing 10th session, the National Assembly is expected to continue considering and passing 53 draft laws and normative resolutions, addressing obstacles and bottlenecks, promoting socio-economic development, and ensuring human rights and citizens' rights.
Highly appreciating the coordination of the Government in general, and the Ministry of Justice in particular, with the National Assembly and the National Assembly's Law and Justice Committee in the past period, the Chairman of the National Assembly pointed out that the work of lawmaking has seen many innovations, focusing on perfecting institutions to develop socio-economic development, ensure national defense and security, and build a strong political system. The Politburo has issued Resolution No. 66-NQ/TW; the National Assembly has issued Resolution No. 197/2025/QH15 on some special mechanisms and policies to create breakthroughs in lawmaking and implementation, resolving many bottlenecks in lawmaking, and many policies for lawmaking officials have been implemented.


However, according to the Speaker of the National Assembly, despite many efforts, the work of drafting laws has not met the development requirements of the country; the work of disseminating and educating the public about the law is still limited in order for people to understand the law and act in accordance with the Constitution and the law...
On this occasion, the Chairman of the National Assembly requested that all levels and sectors continue to propagate and seriously implement Resolution 66 of the Politburo and Resolution 197 of the National Assembly; and to successfully implement the directive of General Secretary To Lam: to make legal institutions a competitive advantage; and to build legislation as a "breakthrough of breakthroughs".
The Chairman of the National Assembly requested the early issuance of detailed regulations and guidelines for the implementation of laws and resolutions, creating a favorable, open, transparent, safe legal environment with low compliance costs. The Government should issue decrees, and ministries should issue circulars so that policies can be implemented promptly, avoiding the situation where "laws wait for decrees," or decrees are issued but circulars fail to keep pace.
The Chairman of the National Assembly also requested the Ministry of Justice to continue to strongly promote the functions of the National Legal Portal in serving citizens and businesses more conveniently and easily; and to accelerate digital transformation, digitalization, and the application of artificial intelligence in the dissemination and education of law.
The Chairman of the National Assembly emphasized the need to improve the quality of draft laws submitted to the Government by ministries and agencies, which are then reviewed by the Ministry of Justice. The National Assembly's Ethnic Council and Committees, especially the Committee on Law and Justice, should strengthen their review processes to improve the quality of draft laws; and ensure that laws enacted have a long lifespan.
The Chairman of the National Assembly emphasized that each official, civil servant, and public employee needs to uphold their role and responsibility as role models, proactively and voluntarily studying, researching, and understanding the law and complying with the law; thereby enabling each citizen to be more proactive in accessing, researching, and understanding the law, for their own legitimate rights and interests and those of the community.




At the ceremony, National Assembly Chairman Tran Thanh Man, Deputy Prime Minister Ho Quoc Dung, and leaders of central ministries and agencies performed the ritual of pressing the button to officially launch the National Law Portal at phapluat.gov.vn - a shared digital platform built and operated by the Ministry of Justice with the support of FPT Group, aiming to "Accompany the people and businesses into a new era," meeting the requirements of institutional reform, promoting the building of a rule of law state, and realizing the spirit of the Politburo's key resolutions.
The National Legal Portal is a key digital legal platform built with six groundbreaking new features: A modern, multi-platform interface that continuously updates with important political and legal events in the country, making searching easier; integration with VNeID, allowing users to log in electronically and track legal content on the digital citizen application; an open data repository connected to many ministries, sectors, and localities, supporting analysis, comparison, and monitoring of legal document validity; a dedicated English-language page providing legal information to meet the needs of investors and the international community, with official sources from the Vietnam News Agency; connection with social networks to disseminate accurate legal information to the community; and the application of artificial intelligence in operation, with AI legal assistants analyzing, summarizing, and supporting users in accessing legal information effectively.
Also at the ceremony, National Assembly Chairman Tran Thanh Man presented Certificates of Commendation from the Prime Minister to collectives and individuals with outstanding achievements in the work of building and implementing laws in the period 2024 - 2025; and awarded certificates and commemorative medals to exemplary individuals in the field of law in 2025.
