Accordingly, the Circular amends the process for granting licenses to operate payment intermediary services, aiming to increase the proactive role of the management agency. The Director of the Payment Department has the authority to decide to return the application if the organization fails to supplement the required information within the deadline or if the application does not meet the requirements as stated in the State Bank of Vietnam's official letter. Simultaneously, the time allocated for requesting opinions from relevant units within the State Bank of Vietnam when coordinating the processing of applications for licenses to operate payment intermediary services has been reduced.
Regarding the procedure for reissuing licenses in cases of loss, tearing, burning, or damage, the Circular delegates the authority to the State Bank of Vietnam's regional branches to receive applications from organizations headquartered in their respective areas. The process for amending or supplementing licenses when changing the location of the head office is also delegated to the regional branches for processing.
In addition, the Circular supplements regulations on the responsibilities of the State Bank of Vietnam's regional branches in receiving and processing administrative procedures as assigned by the Governor of the State Bank of Vietnam.
Circular No. 22/2026/TT-NHNN consists of 6 articles and takes effect from the date of signing, May 19, 2026.
