Deputy Prime Minister Pham Thi Thanh Tra stated that, in a very short period, the Government has reduced the time required to complete administrative procedures by 53% and compliance costs by approximately 55%, saving an average of 2,000 - 3,000 billion VND annually.

On the morning of May 28th, in Hanoi , the Standing Committee of the National Assembly organized a conference of the National People's Councils to implement the directions and tasks for the 2026-2031 term.

Speaking at the conference, Deputy Prime Minister Pham Thi Thanh Tra suggested that there must be a strong reform of local governance thinking towards creating development and serving the people.

People's Councils must become the driving force behind development.

The government will continue to propose to the National Assembly and, within its authority, improve institutional policies, more clearly define the responsibilities between the central and local governments, and increase the initiative, accountability, and policy responsiveness of local governments.

In particular, according to the Deputy Prime Minister, the Government will provide guidance to further enhance the role and functions of the People's Councils, especially those at the commune level.

The Deputy Prime Minister expressed his wish that the People's Councils should truly become the driving force behind local development, focusing on issuing policies and mechanisms to further remove bottlenecks to development within their authority, opening up new development opportunities for each industry, sector, and locality.

At the same time, we must shift the mindset in policy-making to focus on creating, developing, and improving the material and spiritual lives of the people.

Greater emphasis should be placed on assessing policy impacts, consulting with affected stakeholders, reviewing the consistency and coherence of the legal system, and monitoring implementation after promulgation. The satisfaction and effectiveness of services provided to citizens and businesses, as well as the competitiveness of the locality, should be used as benchmarks to evaluate the performance of the People's Council and local government.

In addition, the Deputy Prime Minister requested that the decentralization of power be further promoted in a substantive manner, coupled with effective power control. People's Councils at all levels need to accelerate the innovation of their operating methods in the digital environment, and must completely change their methods of governance, supervision, and decision-making.

Next, it is necessary to continue promoting institutional reform and administrative procedure reform. "In a very short period of time, the Government has issued 11 resolutions, which abolished 56 conditional business sectors, reduced 697 administrative procedures, 1,754 business conditions, and simplified over 700 administrative procedures, while decentralizing 321 administrative procedures to localities."

"The results show a 53% reduction in the time required to complete administrative procedures and a 55% reduction in compliance costs. If calculated this way, the average annual savings would be approximately 2,000 - 3,000 billion VND," Deputy Prime Minister Pham Thi Thanh Tra informed.

Supervision must delve into areas with potential risks, such as public investment and land management.

The Deputy Prime Minister expressed his hope that People's Councils at all levels would continue to work alongside local authorities to review their administrative procedures in order to further reduce and adjust processes to meet the requirements for the fastest and most effective resolution of issues for citizens and businesses.

"In particular, it is necessary to closely monitor how the reduction and simplification of administrative procedures have contributed to promoting, creating, and developing the locality. That is the true measure of current administrative reform," the Deputy Prime Minister emphasized.

At the same time, People's Councils at all levels also need to improve their capacity to monitor policy implementation while controlling risks.

According to the Deputy Prime Minister, high growth in the coming period requires corresponding risk management capacity. The oversight activities of the People's Council must shift strongly from monitoring specific events to monitoring development strategies; from monitoring processes to monitoring final results, delving into areas with potential risks such as public investment, land, planning, public finance, digital transformation, environment, key projects, and public service activities.

The most important thing is to improve the capacity for early warning, early detection, and early handling of risks at the grassroots level. Monitoring should not only focus on pointing out shortcomings but also contribute to promoting implementation, maintaining stability, and creating the most important foundation for the rapid and sustainable development of the locality and the country.
