
Deputy Prime Minister Pham Thi Thanh Tra affirmed that the 2021-2026 term is recognized as a term with many historical milestones for the National Assembly and People's Councils at all levels in the process of reforming and restructuring the organizational apparatus of the political system, transforming the thinking on national and local governance, and developing the country.
"In this exceptionally difficult and unprecedented context, the National Assembly has further affirmed its central role in institution building, the Government has shifted strongly towards unified, proactive, flexible, decisive, and effective governance, and People's Councils at all levels have clearly demonstrated their role as local state power institutions, working alongside the government to remove development bottlenecks, strengthen substantive supervision, and more effectively control power," the Deputy Prime Minister emphasized.
In addition, Deputy Prime Minister Pham Thi Thanh Tra stated that many strategic policies of the Party have been quickly and comprehensively institutionalized by the National Assembly, especially the transformation and operation of the three-tiered government; the building and improvement of institutions on decentralization, delegation of power, and delineation of authority; administrative reform, the development of science and technology, innovation, digital transformation, and the restructuring of development space; and the removal of barriers and bottlenecks for socio-economic development. These have been quickly implemented with increasingly close and harmonious coordination between the National Assembly, the Government, local authorities, and People's Councils at all levels.
Entering the 2026-2031 term, the goal of double-digit growth, the requirement to successfully implement the Resolution of the 14th National Congress of the Party, the strategic resolutions of the Politburo, and to build a modern and effective national and local governance system are placing very high demands on the Government, local authorities, and People's Councils at all levels.

In that context, the Government clearly recognizes that improving the quality of the People's Council's operations is also about improving the quality of local governance, enhancing the effectiveness of policy implementation and the efficiency of the state administrative apparatus, and practically contributing to the successful achievement of the goals of the Party's Resolutions.
Accordingly, from the government's perspective, the Deputy Prime Minister proposed focusing on several key tasks and solutions. These include: a strong reform of local governance thinking towards development and serving the people; continued promotion of substantive decentralization and delegation of power coupled with effective power control; creating a real breakthrough in digital transformation in the operation of the local government system; continued promotion of institutional and administrative procedure reforms; and enhancing the capacity to monitor policy implementation while controlling development risks.
“The country is entering a new stage of development with very high demands on institutional quality, governance capacity, and the operational efficiency of the state apparatus. During this stage, the National Assembly, the Government, local authorities, and People's Councils at all levels will continue to work closely together; sharing responsibilities, jointly creating development, and serving the people, all for a rapidly developing, sustainable, prosperous, civilized, and happy Vietnam in the new era,” the Deputy Prime Minister said.
