Land clearance for the Ring Road 2.5 construction project, specifically the section from Nguyen Trai (National Highway 6) to Dam Hong in Khuong Dinh ward, has been largely completed, exceeding the planned schedule.

On May 28th, Khuong Dinh ward held a conference to review the progress of land clearance for the Ring Road 2.5 construction project in the ward.

According to a report from the People's Committee of Khuong Dinh Ward, the investment project to build the 2.5 Ring Road section from Nguyen Trai (National Highway 6) to Dam Hong in Khuong Dinh Ward (including the boundaries of the four former wards: Thuong Dinh, Ha Dinh, Khuong Trung, and Khuong Dinh) has a total land acquisition area of ​​60,902.1 m² from 736 cases, including 16 organizations and 720 households and individuals. The road has a length of 1.52 km, a cross-section of 40 m, and a total investment of over 2,432 billion VND.

Recognizing this as a key project of particular importance in urban renovation, improving the transportation infrastructure system, and promoting socio-economic development, the Party Committee, People's Council, and People's Committee of Khuong Dinh ward have considered land clearance as a central and urgent political task, focusing on decisive leadership and direction, and mobilizing the participation of the entire political system.

Leadership and management were implemented systematically, with a clear focus and priorities, assigning specific responsibilities to individuals, tasks, and teams. Regular monitoring and supervision were conducted, and any difficulties or obstacles arising during implementation were promptly addressed.

The role of the Party Committee and the local government has been clearly demonstrated. Vo Dang Dung, Secretary of the Party Committee and Chairman of the People's Council of Khuong Dinh Ward, along with other ward leaders, regularly go directly to the area, meet and dialogue with the people, inspect the site, and direct the resolution of issues related to land ownership verification, compensation and resettlement plans, demolition of structures, and handover of the land.

Speaking at the conference, Vo Dang Dung, Secretary of the Party Committee and Chairman of the People's Council of Khuong Dinh Ward, said that from the moment the city implemented the project, the ward recognized it as a very difficult task due to the large number of households affected, directly impacting their homes, property, and livelihoods. However, the ward is determined to successfully complete the task in 2026.

To ensure progress, the ward established a Steering Committee for land clearance; reorganized the Compensation, Support, and Resettlement Council; and assigned specific tasks to each leader, specialized department, and working group to monitor the area and promptly address any arising difficulties.

“It can be affirmed that the land clearance work for the Ring Road 2.5 project in the ward has been basically completed and is ahead of schedule. This result demonstrates the sense of responsibility of the entire political system, especially the great consensus, sharing, and support of the people for the general policies of the city and the locality,” Comrade Vo Dang Dung emphasized.

Openness and transparency build trust.

While decisive leadership is a motivating factor, public consensus is the decisive element in the success of land clearance efforts.

Propaganda and mobilization efforts were implemented extensively, flexibly, and practically; effectively leveraging the role of the grassroots political system, propaganda teams, neighborhood group leaders, and participating forces. The combination of focused propaganda, direct dialogue, and individual mobilization helped people understand the policies and guidelines, thereby creating a high level of consensus during implementation.

Mr. Le Xuan Minh, Head of Neighborhood Group No. 10 (Khuong Trung), assessed that the achieved results are proof of the decisive yet empathetic and reasonable leadership of the Party Committee, the government, and the Land Clearance Council of the ward.

According to Mr. Le Xuan Minh, during difficult times, the ward leaders were always present at the grassroots level, meeting with residents, listening to their concerns and aspirations, and patiently explaining each relevant mechanism and policy. “From the very beginning, the leaders didn't just sit in their offices giving instructions; they went directly to each alley, knocked on each door, and met with each household to listen, share, and mobilize support. It was this closeness to the people that created trust and consensus among the residents,” Mr. Le Xuan Minh shared.

As a resident subject to relocation, Mr. Le Xuan Minh stated that he witnessed firsthand the efforts of the land clearance team. Regardless of holidays or weekends, hot weather or heavy rain, the task force persistently stayed on-site, counting, reviewing documents, and explaining policies to ensure residents understood and agreed.

"It was sincerity, responsibility, and a spirit of serving the people that helped people move from a state of hesitation and anxiety to consensus and voluntarily hand over the land," Mr. Le Xuan Minh shared.

During the implementation process, the verification of land ownership, the preparation, verification, public disclosure, appraisal, and approval of compensation, support, and resettlement plans were carried out in accordance with the correct procedures, ensuring transparency, fairness, and adherence to policies as prescribed.

The lottery for resettlement apartments was conducted publicly, ensuring the legitimate rights of the people. The demolition of the structures was carried out decisively, meeting the required schedule and creating favorable conditions for the construction unit to implement the project.

Mr. Nguyen Manh Cuong (232 Khuong Trung Street) stated that his family is well aware of the significance of the road for the development of transportation infrastructure and urban connectivity, and therefore proactively cooperated with the authorities in land surveying, providing documents, and promptly reporting relevant issues to finalize a suitable compensation and support plan. At the same time, his family also handed over the land on schedule and encouraged relatives to comply with the general policy.

"The ward leaders and relevant authorities have regularly met with, engaged in dialogue with, and addressed concerns and requests, building trust so that people can confidently implement the policies," Mr. Nguyen Manh Cuong shared.

To date, land clearance work has been basically completed, creating a foundation for the locality to continue coordinating with units to accelerate construction, relocate technical infrastructure, return clean land, and implement subsequent items, striving to open the Ring Road 2.5 by October 10, 2026, meeting the expectations of the people.
