Criteria for evaluating and classifying OCOP products.

OCOP products are categorized into 5 tiers.

This decision stipulates the criteria, evaluation, classification, recognition, upgrading, and re-recognition of One Commune One Product (OCOP) products, the revocation of OCOP product classification certificates (certificates), and the inspection and monitoring of OCOP products after recognition.

The Decree stipulates that OCOP products are specialty and unique products originating from and bearing the characteristics of a locality (village, commune), produced according to standards associated with traditional cultural values, ensuring food safety, environmental protection and social responsibility, aiming for green and sustainable development, and recognized by state management agencies according to the set of criteria stipulated in this Decision.

Products eligible for OCOP product evaluation and classification include six product groups: food; beverages; medicinal herbs and products derived from medicinal herbs; handicrafts; ornamental plants; community tourism services, ecotourism, and tourist destinations. The product classification list for OCOP product evaluation and classification is included in Appendix I attached to this Decision.

Organizations and individuals participating in the registration for evaluation and ranking of OCOP products (OCOP entities) include: cooperatives; cooperative groups; small and medium-sized enterprises; farms, production households, and households with business registration. For the group of community tourism, ecotourism, and tourist destination products and services, additional entities include: associations, federations, operating centers, or equivalent organizations.

The OCOP product evaluation and classification criteria consist of three parts.

The criteria for evaluating and classifying OCOP products consist of the following three parts:

Part A: Product and Community Strength Evaluation Criteria (40 points), including production organization, product development, and community strength.

Part B: Marketing capability assessment criteria (25 points), including marketing and product story.

Part C: Product Quality Assessment Criteria (35 points), including sensory indicators, nutritional value, product uniqueness, product quality declaration, product quality assurance, usage instructions, and global market opportunities.

The evaluation criteria for each product group and subgroup are specified in Appendix II attached to this Decision.

OCOP products are categorized into 5 tiers.

The decision states that OCOP product classification is based on the product evaluation results according to the set of criteria for evaluating and classifying OCOP products. The total evaluation score for each product is a maximum of 100 points and is divided into 5 categories:

5-star rating (national level): Average total score between 90 and 100 points, representing a distinctive, branded product that meets high quality standards and is eligible for export.

4-star rating (provincial level): Average total score from 70 to under 90 points, a distinctive product, gradually building a brand, meeting quality requirements and having good market access, with the potential to be upgraded to 5 stars.

3-star rating (provincial level): Average total score from 50 to under 70 points, the product has unique characteristics, consistent quality, stable management and commercialization, and can be upgraded to 4-star rating.

2-star rating: The average score is between 30 and under 50 points, indicating that the product is in the initial stages of quality development and can be further upgraded to a 3-star rating.

1-star rating: Average score below 30 points, indicating an early, uncommercialized product; eligible for an upgrade to 2 stars.

Evaluating, classifying, and recognizing OCOP products at two levels.

According to the Decision, the evaluation, classification, and recognition of OCOP products are carried out at two levels: provincial and central.

The Provincial People's Committee organizes the evaluation and ranking of OCOP products at the provincial level in at least two rounds per year. Round 1 is before June 30th for applications submitted by the Commune People's Committee before April 30th; Round 2 is before December 30th for applications submitted by the Commune People's Committee before October 30th.

The Ministry of Agriculture and Environment organizes the evaluation and ranking of OCOP products at the national level in at least two rounds per year. Round 1 is before September 30th for applications submitted by provincial People's Committees before July 30th; Round 2 is before March 30th for applications submitted by provincial People's Committees before January 30th.

Based on the number of applications received, the provincial People's Committee and the Ministry of Agriculture and Environment may organize additional assessment rounds during the year.

OCOP product evaluation and ranking dossier

The application dossier for participation in the OCOP product evaluation and ranking (product dossier) prepared by the OCOP entity includes:

- Application documents for initial evaluation and ranking: Application form for OCOP product evaluation and ranking according to Form No. 01, Appendix III issued with this Decision; Self-assessment report on the product according to Form No. 02, Appendix III issued with this Decision.

- Application documents for evaluation and upgrading: Application form for evaluation and ranking of OCOP products according to Form No. 01, Appendix III issued with this Decision; Self-assessment report on the product according to Form No. 02, Appendix III issued with this Decision, which must clearly show the content and supporting documents on the changes compared to the previously recognized OCOP product.

The application dossier for participating in the reassessment and reclassification of OCOP products includes: the OCOP product assessment and reclassification registration form according to Form No. 01, Appendix III issued with this Decision; the self-assessment report on the product according to Form No. 02, Appendix III issued with this Decision; and simultaneously, updating the new content and results after the OCOP product was recognized regarding: raw materials, technology used, packaging, labeling, quality declaration, periodic test results, consumption market, production volume, revenue, and supplementing with supporting legal documents with a validity period.

The dossier for requesting evaluation and ranking of OCOP products at the provincial level, prepared by the People's Committee of the commune, includes:

- A document from the People's Committee at the commune level requesting the People's Committee at the provincial level to evaluate and classify OCOP products.

- The report from the People's Committee at the commune level assesses certain contents of the application dossier for participation in the OCOP product evaluation and ranking according to Form No. 03, Appendix III issued with this Decision.

- Sample products (provided by the OCOP entity): 05 sample products are submitted with the application (excluding the group of products related to community tourism services, ecotourism, and tourist destinations).

The application dossier for evaluating and ranking OCOP 5-star products, prepared by the provincial People's Committee, includes:

Documents required for the initial OCOP 5-star product evaluation and ranking: A document from the Provincial People's Committee to the Ministry of Agriculture and Environment requesting the evaluation and ranking of the OCOP product; the evaluation report from the Provincial Council's Advisory Team; the evaluation report from the Provincial Council; the decision approving the evaluation results by the Chairman of the Provincial People's Committee; the product dossier; any additional inspection and testing confirmation documents from the provincial level (if any); and product samples (05 product samples provided by the OCOP entity, excluding the Community Tourism, Ecotourism, and Tourist Destination product groups).

Documents required for requesting reassessment and reclassification of OCOP 5-star products: A document from the Provincial People's Committee to the Ministry of Agriculture and Environment requesting reassessment and reclassification of OCOP 5-star products; an assessment report from the provincial-level OCOP management advisory agency; product documentation; additional inspection and testing confirmation documents from the provincial level (if any); product samples (05 product samples provided by the OCOP entity, excluding the group of products related to community tourism services, ecotourism, and tourist destinations).
