Building a boarding school in Quang Tri: Building a future for children in border areas

Conclusion No. 81-TB/TW of the Politburo on the investment policy to build inter-level primary and secondary boarding schools for ethnic minorities in 248 land border communes opened an important turning point for education, including in particularly difficult areas of Quang Tri province.

This is a fundamental policy, aiming to build a sustainable educational infrastructure, helping children in disadvantaged areas access a safe and modern learning environment.

Immediately after that, Quang Tri province urgently launched the Campaign to build schools in border communes, aiming to realize the goal of creating a safe, modern, and quality learning environment for children of ethnic minorities.

After the merger, Quang Tri province has 15 border communes, with 57 general schools; of which, there are 17 semi-boarding ethnic minority schools and 1 boarding ethnic minority school (junior high school level).

Most schools in border areas are located in mountainous areas with particularly difficult socio-economic conditions, areas with large ethnic minority populations and sparse population.

Over the years, schools in mountainous areas have made efforts to overcome difficulties and improve quality.

Most schools have many campuses, but lack subject classrooms, auxiliary rooms, learning support rooms, playgrounds, and sports areas.

Some schools are using temporary classrooms, borrowed classrooms and degraded classrooms that are not suitable for organizing educational activities; technical infrastructure still has many limitations.

The investment in building boarding schools, primary and secondary schools in border communes aims to synchronize the Party and State's directions and attention to students in disadvantaged areas. At the same time, it ensures equal rights to education, improves the quality of comprehensive education, and narrows regional gaps.

Ensuring students' learning environment

On that basis, Quang Tri province plans to invest in building, upgrading and expanding 10 new primary and secondary schools; upgrading, renovating and expanding 6 general schools or ethnic boarding schools into primary and secondary schools in 15 border communes, ensuring each commune has 1 school with full facilities and equipment.

Total capital demand is about 3,340 billion VND, of which the central budget supports about 90%.

The projects will be invested synchronously in classrooms, department rooms, administrative areas, student dormitories, teachers' houses, playgrounds, practice grounds and technical infrastructure, creating favorable conditions for long-term teaching and learning.

The implementation period will start in 2025 and be completed in 2027. In 2025, surveys will be conducted, investment preparations will be made, and some qualified schools will be invested in; in 2026 and 2027, the focus will be on completing construction.

After reviewing and comparing with the current situation of border communes in the area and practical conditions, the People's Committee of Quang Tri province has a document proposing to the Ministry of Education and Training a list of 4 inter-level boarding schools to be invested in 2025 and completed in 2026 in Dakrong, Huong Phung, Dan Hoa and Thuong Trach communes.

Urgently deploy the Campaign to build schools in border areas

To effectively implement the above policy, the Steering Committee for the implementation of the "Campaign for building schools in border communes of Quang Tri province" (Steering Committee) held a meeting and requested relevant units to urgently implement the plan.

At the meeting, Mr. Tran Phong - Chairman of the People's Committee of Quang Tri province emphasized that this is a policy of special importance, contributing to changing the appearance of school facilities in the border area. Creating better learning conditions for students, improving the quality of comprehensive education.

From there, the Chairman of the Provincial People's Committee assigned the Provincial Construction Investment Project Management Board to be the construction investor, presiding over coordination with the Department of Agriculture and Environment, the Department of Construction and border communes to urgently complete documents and legal procedures related to land and planning to implement construction. The Department of Finance is the advisory body, responsible for guiding investors to complete documents to submit to the Provincial People's Committee.

The Department of Education and Training continues to coordinate with the Provincial Construction Investment Project Management Board to review the scale of schools, classes, and students to ensure consistency and suitability with the reality of each locality.

The People's Committees of border communes proactively carry out assigned tasks and at the same time establish propaganda forces to mobilize people to agree on effective implementation.

Building a system of inter-level boarding schools in border communes is not only an investment in infrastructure, but also an investment for the future, ensuring that no children and students in border areas are left behind.

When completed, the modern boarding schools will create a safe and complete learning environment, creating a foundation to improve the quality of education and promote sustainable development for the Quang Tri border area.
