
Ho Chi Minh City's joining the global learning cities network demonstrates the world's recognition of the policies, commitments and efforts of Vietnam in general and Ho Chi Minh City in particular in ensuring quality, equitable and comprehensive education , promoting lifelong learning opportunities for all people.
After more than a year of implementation, this locality has achieved many outstanding achievements, meeting important criteria and indicators of UNESCO. Specifically, agencies and units in the city have proactively developed plans and established steering committees to effectively implement the criteria for building a learning city of UNESCO. These contents are all integrated and linked with the programs and projects of the city and each unit and are being effectively implemented.
At the same time, the application of information technology and digital transformation is also promoted, thereby diversifying and flexibly organizing learning methods for people, as well as improving management efficiency, facilitating the connection between state management agencies and people.
However, in the implementation process, awareness of the importance of lifelong learning among a segment of the population is still limited; some officials and civil servants do not fully grasp the goals and contents of the plan, leading to passive implementation, lacking initiative and creativity.
The work of building coordination regulations and criteria for evaluating emulation linked to implementation results is still difficult; investment resources for activities to build learning cities are still limited, not meeting the needs...
According to the Department of Education and Training of Ho Chi Minh City, in the context of the country promoting industrialization, modernization and deep international integration, building a learning society, a global learning city, and creating lifelong learning opportunities for people is a strategic task of special importance.
Implementing this policy, the city has actively and proactively deployed the emulation movement "The whole country competes to build a learning society, promote lifelong learning in the period 2023-2030" and has achieved encouraging initial results.
Specifically, up to now, the Department of Education and Training has received 172 applications for recognition as "City-level learning units" in 2024, nearly three times higher than in 2023.
This is a strategic movement, demonstrating the deep concern of the Party and State for the cause of education and training, especially in the context of the strong industrial revolution 4.0, requiring high-quality human resources with the ability to adapt and learn throughout life.

Referring to the construction of a model of lifelong "learning citizens", Mr. Ho Phu Bac, Vice President of the Ho Chi Minh City Association for the Promotion of Education, emphasized that this is an extremely important task, contributing significantly to the implementation of the construction of a "UNESCO Global Learning City for the period 2024-2030" in the city.
Building a "learning citizen" model is a new content, which has a decisive meaning in improving the quality of other learning models, so the Ho Chi Minh City Association for the Promotion of Education has focused on implementing it systematically and seriously, and the association's bases have strived to implement it.
To build a lifelong learning society, in the coming time, Ho Chi Minh City will continue to promote digital transformation and apply information technology in building a learning city; effectively deploy the application "Digital Citizen of Ho Chi Minh City".
At the same time, strengthen international integration, especially with cities that are members of the UNESCO Global Network of Learning Cities to learn and absorb good practices.
According to Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy, in order to create stronger changes in building a learning city, improving people's knowledge, training human resources, fostering talents, and ensuring equality in learning for all people, relevant units need to continue to promote communication work to raise awareness among people and the whole society about lifelong learning.
The city also promotes the review and development of mechanisms and policies to support units in building a learning city; promotes digital transformation and application of information technology in building a learning city.
