Vinh Long makes a breakthrough in science, technology development, innovation and digital transformation

In the period from 2021 to 2025, Vinh Long province has paid attention to and invested in the fields of science, technology, innovation and digital transformation to create a favorable foundation for research and development activities. From there, it has contributed to gradually developing Vinh Long province rapidly, sustainably, self-reliantly and self-reliantly in the new era.

Notably, in the process of implementing Resolution 57-NQ/TW, Vinh Long province has achieved many remarkable results. Up to now, the province has deployed 373 science and technology tasks, including 17 national-level tasks and 86 grassroots-level tasks.

The research results have created 15 new varieties, built 299 models, formed 425 technological processes and solutions; assessed technology for 45 investment projects and granted 44 Certificates of registration for science and technology activities, along with 14 science and technology enterprises.

Under the close direction of the Central Steering Committee 57, the Central Propaganda and Mass Mobilization Committee, the Provincial Party Committee, and the Provincial Steering Committee 57, the dissemination and propaganda of Resolution 57 has been promptly and widely deployed, spreading strongly to cadres, party members, union members, association members and the people. Since then, more and more good models and creative ways of doing things have appeared in various fields to better serve the people and meet the socio- economic development requirements of the province.

Typically, Vinh Long Newspaper, Radio and Television has pioneered the application of science, technology, digital transformation, and the development of multimedia press products on digital platforms, helping information spread more quickly, accurately and attractively; in 2023-2024, it will be in the top 10 excellent digital transformation press agencies nationwide.

Universities and colleges in the province have promoted the application of technology in teaching, built digital learning materials systems, electronic libraries and implemented online training programs, contributing to improving the training quality of the school.

Dr. Nguyen Bach Khoa, Head of the Faculty of Basic Sciences (Cuu Long University) said: “In the period 2020-2025, although it is a private school that is not funded for basic research, the school still proactively invests 3-5 billion VND per year in science and technology activities.

As a result, in the past 5 years, the school has implemented 78 grassroots-level projects, 214 faculty-level projects and 149 student projects.

At the same time, 164 textbooks were compiled to serve training. The implementation of Resolution 57 at Cuu Long University is not only a political task but also an opportunity for the school to improve the quality of training and scientific research; affirming its pioneering role in promoting innovation and digital transformation locally and in the entire higher education sector.

A working delegation from the Central Propaganda and Mass Mobilization Commission came to survey the application of science and technology at Cuu Long University.

To achieve the above results, it must be affirmed that leadership, direction, propaganda, ideological orientation and communication play a very important role, with the nature of "going ahead and paving the way".

Most of these results have been applied to production, helping to transfer scientific and technical advances, improving productivity and competitiveness of the province's key products.

The province successfully organized the first Mekong Forum on Science, Technology, Innovation and Digital Transformation with the theme: "Television and Cultural Industry" with 300 delegates attending, creating a premise to affirm the role of the television sector in the province's cultural industrialization.

Up to now, the "Digital Education for All" Movement has been widely deployed, attracting over 95,844 participants, creating a clear change in raising awareness and digital skills for cadres, party members and people.

The province's Provincial Innovation Index (PII) in 2024 reached 32.29 points, ranking 3/5 provinces and cities compared to the Mekong Delta region and ranking 21/34 provinces and cities nationwide.

The whole province currently has 11 geographical indications with established protection rights for the province's key products such as: Tra Vinh wax coconut, Binh Minh five-fruit pomelo; Ben Tre green-skin pomelo; Ben Tre green-skin coconut; Ben Tre sea crab; Ben Tre green-legged shrimp; Ben Tre four-season mango; Ben Tre rambutan; Thanh Phu rice; Ben Tre clams; Cai Mon durian.

In particular, 1,124 organizations and individuals have been licensed to use intellectual property rights. Supported 36 innovative startup projects with a total amount of more than 2 billion VND and organized many innovation competitions. Currently, there are 6 incubators and spaces to support innovative startups.

Telecommunications infrastructure meets the province's digital transformation requirements; 100% of communes and wards have broadband fiber optic infrastructure and 100% of hamlets and villages are covered by 3G and 4G mobile signals; 366 5G BTS stations have been put into operation; the mobile broadband subscription rate is 96 subscribers/100 people; the rate of households with broadband connection is 81%.

In particular, the province completed the deployment of shared software serving the two-level government activities according to regulations, specifically setting up more than 81,000 user accounts to serve the direction and operation work on the document management and operation system.

The provincial administrative procedure information system has completed the setup and configuration of 2,172 administrative procedures. E-commerce platforms with more than 2,000 products. 100% of health insurance medical examination and treatment facilities continue to examine and treat patients using citizen identification cards.

Nhan Dan Newspaper and Le Bao Minh Company presented printers to provinces in the Mekong Delta at the regional workshop on Resolution 57 in Vinh Long.

Secretary of Vinh Long Provincial Party Committee Tran Van Lau emphasized: “The Congress of Vinh Long Provincial Party Committee has determined the goal for the 2025-2030 term to build Vinh Long into a marine economic center, a center for renewable energy production, with a synchronous and modern infrastructure system, smoothly connected with localities and connecting points in the Mekong Delta region.

To achieve the above goals, the Vinh Long Provincial Party Committee has identified 6 key tasks and 3 strategic breakthroughs and 12 groups of tasks and specific solutions; and at the same time identified 4 development pillars, including: marine economy and renewable energy; ecological agriculture, high technology; connecting infrastructure and logistics services; cultural heritage and human resources.

In particular, developing science, technology, innovation and digital transformation are among the strategic breakthroughs contributing to the rapid and sustainable development of Vinh Long province in the new era."
