Vietnam aims to become a center of semiconductor and electronics industry by 2024

The government aims to make Vietnam a global semiconductor human resource center by 2030 and a global semiconductor and electronics industry center by 2040.

On the morning of November 7, SEMIEXPO Vietnam 2025 - Vietnam's leading international exhibition and conference in the field of semiconductors and electronics - opened at the National Exhibition and Fair Center (Dong Anh, Hanoi ).

With the theme “ Promoting Vietnam’s semiconductor aspiration ”, the event serves as a forum to promote innovation, enhance cooperation and enhance Vietnam’s position in the global semiconductor value chain.

Forming a semiconductor ecosystem

Speaking at the opening ceremony, Ms. Linda Tan, President of the Semiconductor Association of Southeast Asia (SEMI SEA), said that over the past 10 years, Vietnam has made great strides, continuously updating new policies, investing in infrastructure, and training talents in the semiconductor industry.

“I am impressed with the openness, sincerity and willingness to cooperate of the Vietnamese Government. I see the spirit of listening and accepting our recommendations and ideas, creating favorable conditions for cooperation with world business partners.

"That is a good signal, a strong starting point, demonstrating Vietnam's seriousness in joining the global semiconductor structure," said the Chairman of the Southeast Asia Semiconductor Association.

Recently, the Government has issued many important policies such as Resolution No. 57 of the Politburo , Law on Science, Technology and Innovation, Law on Digital Technology Industry...

These policies aim to make Vietnam a global semiconductor human resource center by 2030 and a global semiconductor and electronics industry center by 2040.

Vietnam also established a National Steering Committee on Semiconductor Industry Development, headed by the Deputy Prime Minister.

Vietnam's goal is not only to participate in the global value chain, but also to build an advanced, dynamic and attractive semiconductor industrial ecosystem in the region and the world.

From a traditional manufacturing and assembly destination, Vietnam is transforming strongly, rising to participate deeply in high value-added stages such as design, advanced packaging, and production.

These policies create a solid foundation for Vietnam to seize opportunities, overcome challenges and make breakthroughs in key technology areas. At the same time, Vietnam focuses on attracting foreign investment, considering it an important driving force to participate in the global value chain, promote technology transfer and enhance the competitiveness of the digital economy.

Vietnam is behind but is trying to "catch up, keep up and surpass"

Also at the event, Deputy Minister of Finance Nguyen Duc Tam said that currently, Vietnam has more than 50 microchip design enterprises with about 7,000 engineers, along with 15 enterprises and more than 10,000 technicians participating in the packaging, testing and manufacturing of semiconductor equipment and materials.

Traditional major partners such as Samsung, Intel, Amkor, Foxconn, Hana Micron continue to expand their investment and production scale in Vietnam, demonstrating the cost efficiency, productivity and product quality in Vietnam.

At the same time, the world's leading technology corporations such as NVIDIA, Qualcomm, Coherent, and Marvell also chose Vietnam as a strategic base to research and develop semiconductor chips, build factories, and expand supply chains.

“In particular, Viettel's first chip factory is being accelerated, marking an important first step in Vietnam's journey to master chip manufacturing technology.

These results are a testament to the confidence of global investors, and at the same time demonstrate Vietnam's strategic progress in its journey of 'leapfrogging' - developing based on knowledge, innovation and international cooperation," Deputy Minister Nguyen Duc Tam shared.

Attending and speaking at the event, Deputy Prime Minister Nguyen Chi Dung clearly affirmed Vietnam's viewpoint and development mindset: despite being behind, it strives to "catch up, progress together and surpass" in advantageous fields, with the intelligence and innovation of the Vietnamese people themselves.

Accordingly, Vietnamese intelligence - Vietnamese will - Vietnamese aspiration will be the key to bringing the country into the semiconductor technology era.

The Deputy Prime Minister also pointed out a number of key tasks to continue developing the semiconductor industry in the coming period, including: Perfecting institutions and policies; training national semiconductor human resources while prioritizing the development of STEM education; promoting incentives to attract strategic investment; developing infrastructure, proposing a suitable electricity price purchase mechanism for semiconductor chip factories; and strengthening international cooperation.

Deputy Prime Minister Nguyen Chi Dung also affirmed: “We proactively cooperate and connect with the semiconductor ecosystem of strategic partners, promote joint venture activities between Vietnamese enterprises and foreign investors to implement investment projects and manufacture semiconductor products in Vietnam in the spirit of mutual benefit.”

According to the organizers, SEMIEXPO Vietnam 2025 has the participation of more than 5,000 delegates and more than 200 booths from major technology partners in the semiconductor field.
