National Assembly delegate recounts the suffering of a 3-generation household 'stuck' in suspended planning

(VTC News) - Citing the example of a household living in a suspended planning area for three generations, delegate Nguyen Minh Duc stated that the current situation of suspended planning in some localities is like a "debt" to the people.

On the morning of November 7, National Assembly deputies discussed in groups the Draft Law on Planning (amended); the Draft Law on amending and supplementing a number of articles of the Law on Urban and Rural Planning; and the adjustment of the National Master Plan for the 2021-2030 period.

Delegate Nguyen Minh Duc (Ho Chi Minh City Delegation) said that we are always concerned about planning issues. However, in reality, planning work and planning activities are facing many problems and obstacles. Among them, the story of “suspended planning” has been mentioned for a long time and still happens today.

According to the delegate, the problem of suspended planning has left huge consequences, especially for people living in the suspended planning area. People are not granted construction permits, are not allowed to repair, transfer, or change the purpose of use.

"I was a National Assembly delegate of Ho Chi Minh City for two terms. I remember two years ago, every time I met with voters, an old lady over 80 years old kept asking me to come to her house. When I got home, she said that the planning had been in place for decades, since my child was a baby, and now my child is old. My grandchild is still living in the old house because it has not been repaired or built, but there is no new location," said delegate Nguyen Minh Duc.

The German delegate asked: Can the revised Planning Law resolve the problem of suspended planning? According to him, it is necessary to find the cause, including the fact that many plans lack feasibility, and in some places, they are made to follow trends without fully anticipating the consequences; there is even a situation of term-based planning in some sectors and localities.

“That is why the planning story in some localities is like a long-term debt and the people who bear the consequences of that debt are the ones who suffer the consequences. This also causes a huge waste of national interests and social waste,” said the German delegate.

Planning must maximize the potential of every square meter of land.

Delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) said that planning is a tool for State management, to formulate policies, orient socio -economic development and even issues of national security and defense. More importantly, planning must fully exploit the potential advantages of each locality, each region, each alley, each meter of land of the country.

“Only then can we create a combined strength to achieve the desired double-digit growth rate and soon become a developed, high-income country. On that basis, I agree that we need to amend the Planning Law. I also highly agree with the review report of the National Assembly's Finance and Economics Committee regarding the planning law," said delegate Ngan.

Delegate Ngan also gave comments on the National Master Plan for the 2021-2030 period, with a vision to 2050. He said that in the orientation of socio-economic development of the Northern Midlands and Mountains region (including 9 localities), it is necessary to focus on 3 contents: Developing processing and manufacturing industry; exploiting the advantages of international border gates; and paying attention to international infrastructure connecting with domestic infrastructure.

For the Red River Delta region (including 6 provinces and cities), it is necessary to pay attention to manufacturing and processing industry, high-tech industry, digital technology , logistics, marine economy, and free trade zones.

For Hanoi, delegates suggested adding more pillars of culture, tourism, healthcare, education and high technology industries; in which there must be more emphasis on cultural space, heritage and positioning Hanoi to become an attractive destination of global stature.

In the North Central region (including 5 provinces and cities), delegate Ngan suggested focusing on the marine economy, energy industry, oil refining, metallurgy, manufacturing, and automobile production.

In the South Central Coast and Central Highlands (6 provinces), delegates suggested focusing on exploiting the marine economy, developing the metallurgical industry, oil refining and logistics. In particular, tourism must be considered a highlight of the region, and more investment needs to be prioritized, linked with the development of free trade zones.

In the Southeast region (including Ho Chi Minh City, Dong Nai and Tay Ninh), where the growth rate is expected to be 10-11% in the 2026-2030 period, delegates said they agreed with many of the contents of this adjustment, but requested to clarify the particularly important driving role of the region.

According to delegates, this region needs to prioritize the development of high-tech zones, marine economy, tourism - culture, international transit port logistics, free trade zones; at the same time, pay special attention to investing in infrastructure connecting domestic, intra-regional, inter-regional and international areas.

In the Mekong Delta (5 localities), this is a region that plays a pivotal role in the agricultural economy and ensures national and even regional food security. Therefore, it is necessary to invest in infrastructure serving high-tech agriculture, prioritizing product quality instead of chasing output. At the same time, it is necessary to focus on planning for the development of the marine economy and the fisheries economy.

“It is necessary to invest in infrastructure for national security and defense, waterway and sea infrastructure, because rivers in this region are a strength of the country, but infrastructure investment is still very limited,” said delegate Ngan.
