According to Minister of Public Security Luong Tam Quang, regarding the draft Law on Cyber Security, this is a step to complete the legal basis for protecting cyber security , creating favorable conditions for organizations, businesses and individuals in cyber security protection activities, meeting the requirements of managing and protecting cyberspace, promoting research and technology development, enhancing Vietnam's competitiveness and international cooperation in the field of cyber security.

No country can ensure cybersecurity on its own.

Accordingly, the law will have a spirit of clear division of labor and decentralization, avoiding overlap with framework regulations and being principled.

Especially in the context that no country can ensure cyber security on its own, which is a global challenge, it is necessary to strengthen international cooperation, information sharing, and coordination of actions at the national level.

Accordingly, international cooperation will now be action-oriented, fighting against cybercrime "immediately and always". The Hanoi Convention was recently signed with such an objective to mobilize participation, coordination, and responsible collaboration of all ministries, branches, localities, organizations, businesses and individuals.

In which, the Ministry of Public Security is assigned by the Government to be the agency taking the role of presiding, coordinating, allying, responding to, and overcoming national cybersecurity incidents, including agencies and enterprises.

The Ministry of Public Security has also established an alliance, with many businesses, many related companies and Command 86, Ministry of National Defense participating, to respond to incidents.

According to the Minister, when an incident occurs, roles must be clearly assigned to who does what and who performs what to collect, resolve, and combat it.

The ultimate goal must be to correctly assess the nature of this cyber security violation in order to thoroughly handle it.

The Minister said he was assigned by the Politburo to be the Chairman of the Cyber Security Association . The Association established an alliance with the participation of individuals and organizations and assigned the Department of Cyber Security and High-Tech Crime Prevention and Control as the standing and coordinating unit.

Promoting the role of the National Cyber Security Center

The recent signing of the Hanoi Convention had a great contribution from the Cyber Security Association, businesses, organizations, and individuals. Because in the process of more than a year, we have lobbied the United Nations, international organizations, and other countries to bring this convention to Hanoi for signing.

"This is the largest convention ever signed outside the United Nations headquarters and all countries have signed it. I also thank the individuals and businesses participating in the Cyber Security Association, supporting the implementation of the recent convention. The goal is to mobilize and promptly respond to incidents and dangerous situations related to cyber security," said Mr. Quang.

According to the Minister of Public Security, all civil information systems are currently connected and interconnected, so if there is an incident, it cannot be resolved alone. The system can only be guaranteed to be safe when all information systems are guaranteed to be secure and safe.

"If just one information system is attacked and controlled, it will not only affect the information system of that agency, organization or enterprise, but also affect the security and safety of the entire information system nationwide and globally," the Minister said.

Accordingly, the National Cyber Security Center will have the role of monitoring and international cooperation, so all civil information must be connected to the national security center. In case of an incident, this will be the only contact point for immediate support.

Because in reality, there are situations where the subject may be in this country, the server may be located in another country but the violation is in a third country, then joining the convention will promote the role of the center in fighting, prosecuting, and doing the right thing about the nature of this activity. For example, espionage, economic crimes related to fraud.

At the same time, Mr. Quang said that the nature of ensuring network security is to fight against crimes in cyberspace. Therefore, sharing information, collecting evidence and electronic data between countries is a decisive factor.

In fact, many cross-border applications and platforms that Vietnam is using have servers located abroad, so agencies need to coordinate closely with other countries to share information, collect evidence, and fight crime.

Decentralization to commune level in protecting state secrets

Regarding the draft Law on Protection of State Secrets (amended), Minister Luong Tam Quang said he would absorb the opinions of delegates, revise and supplement the form of electronic data; authority for commune level in some activities of protecting state secrets;

Simplify internal administrative procedures, protection period, extension, declassification, and destruction of state secret documents, thoroughly decentralize to localities, especially commune level...
