Bac Ninh: Building a modern administration to serve people and businesses

After more than 4 months of operating the two-level local government, Bac Ninh province has initially achieved positive results, contributing to effectively serving the administrative procedure settlement needs of people and businesses.

Bac Ninh is holding the No. 1 position out of 34 provinces and centrally-run cities in the ranking of the Index of direction, administration and assessment of service quality for people and businesses in performing administrative procedures and public services in real time in the electronic environment, affirming the province's strong, substantial and sustainable efforts in administrative reform and digital transformation.

Government creates service for people and businesses

In October 2025, the People's Committee of Kinh Bac Ward, Bac Ninh Province coordinated with the Bac Ninh Provincial Public Administration Service Center to open the Point of receiving and returning administrative procedure results of the Provincial Public Administration Service Center and the Kinh Bac Ward Public Administration Service Center. With the principle of "One Center - many service points", the point of receiving and returning administrative procedure results of the Bac Ninh Provincial Public Administration Service Center in Kinh Bac Ward shares the database and file management software system with the head office. The files will be digitized right at the counter and electronically transferred to specialized departments and branches for processing. The results can be received at the reception point of Kinh Bac Ward or at the head office of the Provincial Public Administration Service Center ( Bac Giang Ward).

As a business that regularly comes to do administrative procedures related to granting work permits to foreign workers, Ms. Nguyen Thi Dinh, Huisheng Vietnam Co., Ltd., Thuan Thanh 3 Industrial Park, Thuan Thanh Ward, Bac Ninh Province, feels very happy and excited since having a point to receive and return administrative procedure results of the Bac Ninh Provincial Public Administration Service Center in Kinh Bac Ward.

Ms. Dinh shared: Previously, when Bac Ninh and Bac Giang provinces had just merged, the Administrative Center was located in Bac Giang ward, so her business had to travel more than 40km to resolve administrative procedures, wasting a lot of time and travel costs, and many days during rush hour there could be traffic jams, causing difficulties for the business. However, since mid-October 2025, there has been an additional point for receiving and returning administrative procedure results of the Provincial Public Administration Service Center in Kinh Bac ward, which has helped her a lot when resolving administrative procedures.

Similarly, Mr. Nguyen Ngoc Minh, Sytech Co., Ltd., Tien Son Industrial Park Expansion, Bac Ninh Province said: When he came to do the procedures to adjust the investment project related to foreign investment projects in Bac Ninh Industrial Park, he was guided to do the procedures at the reception counter of the Provincial Industrial Parks Management Board, the staff worked professionally, enthusiastically, and guided him carefully. Therefore, it only took him 5 minutes to complete the procedures and after 7 working days, he received the results. With many procedures, he was also informed that the results were processed earlier than the regulations.

With the motto of "taking people's and businesses' satisfaction as a measure of operational efficiency", in recent times, Bac Ninh province has promoted administrative reform, streamlined processes, applied information technology, improved staff capacity and created a transparent, effective, business-centered administrative environment. Ms. Vu Thi Phuong, an officer of the Department of Home Affairs of Bac Ninh province, currently working at the point of receiving and returning results of handling public administrative procedures in Kinh Bac ward, said: As a locality with many industrial parks, the number of applications for work permits for foreigners is large, with peak days when she receives more than 100 online applications. She is always enthusiastic in supporting and guiding people and businesses carefully so that the procedures are carried out quickly, without people and businesses having to go back and forth many times.

According to Deputy Director of Bac Ninh Provincial Public Administration Service Center Phan Van Doanh, Bac Ninh is a locality with a developed industrial economy , attracting a large number of production and business enterprises. The implementation of "One Center - Many Service Points" has brought positive results. Since its inception on October 17, the center has received an average of 130 records per day, mainly related to enterprises in the fields of investment licensing, foreign labor licensing procedures, taxes, construction, etc. Up to now, the Center has received more than 1,700 records. The initial operation of the reception point has brought practical results, bringing satisfaction to people and enterprises, reducing pressure on the main point, which is the Bac Ninh Provincial Public Administration Service Center in Bac Giang ward.

"Working all the time", serving the people best

Dao Vien Ward, Bac Ninh Province was merged from Dao Vien Commune, Ngoc Xa Commune and Phu Luong Ward with a population of nearly 35,000 people. Immediately after its establishment, the ward leaders always paid attention to leading and directing the implementation of the task of receiving and handling administrative procedures. Chairman of the People's Committee of Dao Vien Ward Nguyen Duy Tu said: With the motto of "Administrative service", receiving and handling administrative procedures for people and businesses to ensure convenience, compliance with regulations, bringing satisfaction to people and businesses, the ward regularly monitors, urges, comments and evaluates the compliance with public discipline, internal rules and working regulations for cadres, civil servants and public employees working at the Center through meetings and reports to promptly correct working style, manners and order.

With the viewpoint of "doing all the work, not all the hours", the staff of Dao Vien Ward Public Administration Service Center always try their best. In addition to the time to handle administrative procedures during working hours, the ward organizes support sessions for people outside of working hours in residential areas. In particular, the Center strongly applies information technology and digital transformation to handle administrative procedures to save time, costs, improve transparency and efficiency; at the same time, promote people to use VNeID application to submit documents, especially for online procedures so that people do not need to come directly to the Center.

Mr. Tran Van Dung, Phu Lang Residential Group, Dao Vien Ward shared: Before the merger, he went to the town center to do administrative procedures related to land procedures. Up to now, many administrative procedures have been decentralized to the ward for settlement, he came to do the procedure for granting land use right certificate for the first time, and was enthusiastically advised and guided by the staff. After only 20 working days, the procedure was completed, and he was notified by the staff to come and get the certificate. He feels very satisfied with this new government model.

Kinh Bac Ward, Bac Ninh Province was established on the basis of merging 6 wards with a population of more than 80,000 and tens of thousands of temporary residents, so the need to handle administrative procedures is very large. Every day, the Ward Public Administration Service Center receives 200-300 citizens. With a large workload, officers of the Kinh Bac Ward Public Administration Service Center often leave early and return late; every Tuesday and Thursday evening, officers of the Center are assigned to residential areas to support residents with initial administrative procedures and to help clean and enrich land data.

Mr. Pham Quoc Cuong, Deputy Director of the Kinh Bac Ward Public Administration Service Center, said: After more than 4 months of implementing the 2-level local government, the ward has received and resolved a total of 16,233 records, including more than 3,200 administrative procedure records. The total number of records resolved is more than 2,800 records (accounting for 88.35% of the total number of records received). Of which, more than 2,420 records were resolved before the deadline (accounting for 84.38% of the total number of records resolved); on-time records are: 441 records (accounting for 18.22% of the total number of records resolved).

In Tam Son Ward, Bac Ninh Province, ward officials work hard. In addition to handling administrative procedures, ward officials also support and guide people to complete them online. Mr. Tran Huy Cuong, Vice Chairman of Tam Son Ward People's Committee, said: All administrative procedures on household registration, land, social security, etc. are 100% digitized, with transparent processing times. Tam Son Ward also regularly organizes training sessions for people, especially the elderly or those who rarely use technology, to help them easily access online public services. This is a way to narrow the digital gap between population groups, ensuring everyone has equal access to public services.

From July 1 to October 20, 2025, the entire Bac Ninh province received 690,054 administrative procedure records. Of which, the Provincial Public Administration Service Center (in coordination with departments, branches and sectors) received 121,511 records; As a result, 108,947 records were resolved with the on-time and on-time rate reaching 99.31%. Bac Ninh continues to maintain its No. 1 position out of 34 provinces and centrally-run cities in the ranking of the Index of direction, administration and assessment of service quality for people and businesses in performing administrative procedures and public services in real time in the electronic environment. This is the 7th consecutive week that Bac Ninh has led the country, affirming the province's strong, substantial and sustainable efforts in administrative reform and digital transformation.

The practice of operating two-level local government shows that Bac Ninh is making a strong shift, from innovating working processes to improving the spirit of serving the people; from promoting the application of information technology to focusing on building a team of professional and dedicated officials and civil servants to bring trust and satisfaction to people and businesses, contributing to promoting the comprehensive development of the province.
