Bac Ninh: Allocate 3% - 4% of regular budget investment for the cultural sector

VHO - Standing Vice Chairman of the People's Committee of Bac Ninh province Mai Son said that the province will ensure that the regular budget expenditure ratio for culture, sports and tourism reaches 3%-4% as set out in the Resolution of the Provincial Party Congress.

Standing Vice Chairman of Bac Ninh Provincial People's Committee Mai Son recently had a working session with the Department of Culture, Sports and Tourism of the province to grasp the operational situation of the affiliated public service units since the merger, and at the same time discuss leadership and direction solutions in the coming time. At the meeting, representatives of leaders of units in the fields of libraries, museums, tourism, sports , folk arts of Quan Ho, Cheo... reported on the advantages and difficulties in the process of operation since the implementation of the two-level government. The units also proposed many development solutions in the coming period such as promoting the development of tourism, preserving and promoting the value of relics and cultural heritages; promoting reading culture, building communal cultural libraries; investing and effectively exploiting cultural institutions and works.

After listening to the report, Permanent Vice Chairman of Bac Ninh Provincial People's Committee Mai Son acknowledged and congratulated the achievements that the provincial Department of Culture, Sports and Tourism has achieved domestically and internationally since the merger, typically the pinnacle of sports achievements, successfully defending the dossier "The Complex of Monuments and Landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac" to be recognized as a World Cultural Heritage.

Mr. Mai Son also highly appreciated the work of building and reviewing legal documents that has been effectively implemented; the organization of the industry apparatus has been basically stable; public service units have actively performed professional tasks; many fields such as culture, sports, tourism, information, press, publishing, etc. have been well managed, contributing to promoting the overall development of the province.

However, frankly speaking, the Standing Vice Chairman of the province said that the culture, sports and tourism sector still has some limitations, especially the mindset of waiting for instructions, so the implementation is sometimes not really drastic. He gave an example: "If we want to socialize the fields, the sector must first proactively plan. If there is no planning, there is no basis for implementation and to attract investment."

From that reality, Mr. Mai Son suggested that cadres, civil servants and public employees in the whole sector need to raise awareness and widely propagate so that people can better understand the position, role and importance of culture - in line with the spirit of the Draft Documents of the upcoming National Party Congress. Culture is an endogenous strength, the spiritual foundation of society; together with economics and politics, it is a decisive factor for sustainable development. Bac Ninh - the land of Kinh Bac with rich historical, cultural and revolutionary traditions and the highest number of world cultural heritages in the country - needs to further promote this potential and unique cultural value.

In that spirit, the Standing Vice Chairman suggested that the Department of Culture, Sports and Tourism focus on building a development plan for the industry in conjunction with adjusting the province's master plan, ensuring feasibility and long-term vision, towards the goal of building Bac Ninh into a centrally-run city with a strong Kinh Bac cultural identity.

In the planning, it is necessary to focus on tourism development space, concentrate on building destinations at historical relic sites, special national relic sites, build cultural village models, eco-tourism, experiential tourism...; at the same time, preserve traditional cultural values, create favorable conditions for socialization; prioritize the restoration and embellishment of degraded relics instead of building new ones.

Regarding the family sector, in the face of recent incidents of conflict and violence of a gangster nature, Mr. Mai Son noted that the sector needs to pay special attention to educating ethics and lifestyle, cultivating and promoting good values ​​of Vietnamese families; building strong, warm relationships in each family, contributing to building a healthy grassroots cultural life.

Along with that, building the culture and people of Bac Ninh needs to be identified as a central and continuous task - as stated in the Resolution of the Provincial Party Congress and thematic Resolution No. 1 of the Provincial Party Committee. First of all, it is necessary to focus on building office culture: cadres and civil servants must be exemplary, go to work on time, dress neatly, complete work on time, not cause trouble, behave civilly and friendly with the people.

In the field of tourism, the Standing Vice Chairman suggested focusing on developing tourism associated with the Capital region, exploiting tourist sources from Hanoi; building unique tourism products and services; coordinating with travel agencies to promote and attract investment; developing experiential tourism associated with traditional cultural values. The province also needs to allocate funds to organize free art performances for the people; and at the same time, host national and international events to create a ripple effect, attract tourists and form attractive tours and routes.

Regarding development resources, Mr. Mai Son said that the proportion of regular budget expenditure for culture, sports and tourism is guaranteed to reach 3%-4% as set out in the Resolution of the Provincial Party Congress; continuing to pay attention to training and fostering a team of qualified and qualified staff to meet increasingly high requirements; at the same time, promoting the socialization of the fields of culture, sports and tourism - creating a solid foundation for the comprehensive development of the industry in the coming time.

The working session of the Standing Vice Chairman of the Bac Ninh Provincial People's Committee Mai Son demonstrated the province's close attention and direction to the fields of culture, sports and tourism - one of the important pillars in the sustainable development strategy of Bac Ninh.
