According to the report of the Department of Ethnic Minorities and Religions, in recent times, the province and its sectors have always paid attention to directing the implementation of the Program. The Provincial People's Committee and the Chairman of the Provincial People's Committee have issued many documents urging the progress of disbursement of public investment capital plans and national target programs in 2025 in the province. The Department of Ethnic Minorities and Religions, agencies in charge of projects, sub-projects, components and People's Committees of communes, and relevant agencies have accelerated the implementation progress.
Total capital to be implemented in 2025 is more than 628 billion VND, of which the capital allocated in 2025 is more than 523 billion VND; the capital extended to 2025 is more than 104 billion VND. The disbursement result as of November 2 reached more than 246 billion VND, equal to 39.2% of the plan, of which investment capital reached 51.8%, and public service capital reached 21.3%.
The program is implemented with 10 component projects, focusing on supporting residential land, production land, and domestic water; planning and population arrangement; developing sustainable agricultural and forestry production; investing in essential infrastructure; developing education , vocational training, health care, preserving ethnic culture, disseminating laws and gender equality.
Many projects such as centralized water systems, boarding schools for ethnic minorities, and roads to the commune center have been completed and put into use, contributing to improving the lives and increasing incomes for people in ethnic minority and mountainous areas.

Reports and discussions at the conference analyzed and clearly stated the reasons for the low disbursement rate for each project, sub-project, and component content.
As of the reporting date, the disbursement progress of projects on health care, gender equality and population planning is slower than planned. The reasons are that the Central Government has been slow in allocating public funds, the change of investors after the administrative reorganization, and many newly merged communes have had to reorganize their apparatus. In addition, the impact of prolonged storms and floods has slowed down the construction progress.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Phan The Tuan acknowledged and highly appreciated the Department of Ethnic Minorities and Religions for promptly grasping difficulties and obstacles, promptly training and guiding units and localities in implementing component projects. He requested the sectors to closely follow the direction of the Central Government and the province, strengthen coordination in implementing the Program. Continue to closely monitor the progress of projects to be flexible in directing and operating, promptly removing obstacles.
Strengthen inspection, supervision, and urge contractors and consulting units to mobilize maximum resources, arrange machinery, equipment, and human resources to accelerate the construction of infrastructure investment projects. Disburse funds immediately after the projects have completed volume. Strengthen propaganda and mobilization to create strong changes in awareness and actions of groups and individuals in the implementation process.
The Department of Ethnic Minorities and Religions is the focal point that regularly monitors, urges, and summarizes the progress of the Program implementation, and reports to the Provincial People's Committee according to regulations. The People's Committees of relevant communes proactively coordinate with investors in the work of handing over the site, supporting site clearance, propagating and mobilizing people to agree, donate land and create conditions for construction, contributing to speeding up the progress of the Program implementation and effectively using the allocated capital.
