Bac Ninh: Solving site bottlenecks, meeting the progress of key projects

BAC NINH - Currently, many key transport infrastructure projects are entering the accelerated construction phase. Compensation and site clearance are identified as key factors determining the overall progress. With a large workload and high disbursement needs, investors, contractors and localities are actively implementing many synchronous solutions to overcome difficulties, create clean land funds, and meet progress requirements under the direction of Bac Ninh province.

Speed ​​up site clearance for the Golden Canal Bridge project

As one of the important projects connecting inter-regional traffic between Bac Ninh - Hai Phong, the Golden Canal Bridge project is divided into 2 construction packages (packages 14 and 15), starting from October 2024 and January 2025 with a total implementation value of thousands of billions of VND.

Construction units focus on compacting the section with the ground of DT295C.

Up to now, package 14 has achieved a construction value of about 44.81%. Many important items such as weak ground treatment, cross-culvert construction, mass asphalt concrete paving, approach bridge components, main bridges in Bac Ninh and Hai Phong have been deployed synchronously. Package 15 is being urgently constructed with 5 construction teams, the volume has reached 13.5%.

However, the biggest difficulty of the project is still the land. In Tao Hoa village (Trung Kenh commune), there are 12 households with an area of ​​about 2,848 m² including residential land, pond land, and tree land located under the 500 kV line that have not agreed on the compensation plan. In addition, the recovery of about 1.5 hectares of agricultural land according to the request to expand the dike and return the canal is being planned for compensation and additional site clearance.

On October 22, directly inspecting the progress of the project, Chairman of the Provincial People's Committee Vuong Quoc Tuan criticized Trung Kenh commune and the investor for not being resolute in resolving the problems that have persisted and delayed the handover of clean land to the contractor. The Chairman of the Provincial People's Committee requested that by November 30, 2025, the investor and Trung Kenh commune must complete site clearance for the remaining 12 households. This is an important criterion to assess the level of task completion of the locality and related units.

The investor representative - Traffic and Agriculture Project Management Board No. 2 said that, immediately after the direction of the Provincial People's Committee Chairman, the unit strengthened coordination with relevant units of Hai Phong city and Trung Kenh Commune People's Committee to remove obstacles and hand over the entire remaining site. The Board also directed the contractor to mobilize maximum human resources, materials and equipment for construction, striving to complete 2/4 segments of the main bridge by December 2025; by April 30, 2026, the entire bridge will be closed...

Regarding the final settlement of the land clearance problems of 12 households, Mr. Nguyen Van Ha, Head of the Economic Department of Trung Kenh Commune, said: “The locality has been continuously conducting dialogue to mobilize people's consensus. On October 25, 26, and 27, the commune organized a meeting with the people; on October 30, a meeting was held in the village to answer requests. Strive to complete the site clearance before November 25 to hand over the land to the construction unit, meeting the project's progress in accordance with the direction of the provincial leaders."

Speed ​​up implementation of some transportation projects

The investment project to build DT.295C, DT.285B and DT.277B routes connects Kinh Bac ward, Yen Phong, Hiep Hoa, Viet Yen communes... with industrial parks and the new National Highway 3, Ha Bac 2 bridge, and Ring Road 4. These are key traffic projects, playing an important role in promoting trade and industrial transport, contributing to the urban development in the southwest of the province.

Up to now, the construction volume of package No. 9 (including the bridge section) has reached 380/570.14 billion VND (reaching 67%). Many sections have been paved with asphalt concrete, completed drainage system, and filled with foundation. However, some locations are still stuck with land in Thuong Thon village, agricultural land in Dong Xuyen village (Yen Phong commune) and 13 households in Tam Giang commune have not received compensation.

Package No. 21 (including the bridge item - adjusted and supplemented part) reached about 48% of the value. However, the problem of residential land in Kinh Bac ward affected the synchronous implementation. Particularly, route DT.277B, package No. 10 was basically completed and opened to technical traffic from April 28, 2025, contributing to reducing traffic load in the area and effectively connecting with Ha Bac 2 bridge.

Mr. Nguyen Viet Hoa, Deputy Director of the Bac Ninh Province Civil and Urban Development Project Management Board No. 2, said: "We require contractors to focus on human resources and means to speed up construction; actively coordinate with units and localities to promote propaganda work and remove obstacles regarding site clearance."

To hand over the site soon, on October 29, Kinh Bac ward organized for 35 households of Xuan Vien residential group to visit the resettlement land location; on October 30, a dialogue meeting was held to answer people's requests. The locality strives to hand over the site to the investor by the end of November 2025. In Yen Phong commune, the site clearance unit has completed the compensation and site clearance plan and is waiting for the province's instructions on supporting crops and livestock for implementation. For 13 households in Tam Giang commune, on October 31, the locality organized propaganda and directly answered people's requests, and the progress has many positive changes.

Currently, the cumulative disbursement of the Golden Canal Bridge project has reached 59.83%; the total allocated capital of more than 1,000 billion VND is being focused on by the investor according to the actual construction volume. For the three provincial roads 295C, 285B, 277B, the target of completion by the end of 2025 continues to be emphasized in executive meetings. According to the assessment, if the site clearance work is completed in November 2025, the contractor will have enough conditions to accelerate construction. Mr. Dao Anh Tuan, Deputy Director of the Project Management Board, said: "We have developed a construction plan and gathered enough construction materials so that when the site is handed over, the construction unit will immediately go there, avoiding wasting time and meeting the schedule."

With the province's strong direction and proactive coordination of departments and branches, along with the consensus of the people, key projects are expected to continue to make breakthroughs and be completed on time, contributing to promoting local socio-economic development.
