Focus on speeding up construction progress of key national projects and works

BAC NINH - On November 8, at the Hanoi bridge, Prime Minister Pham Minh Chinh, Head of the Steering Committee chaired an online conference with 26 provinces and cities at the 21st meeting of the State Steering Committee for important national projects and works, key to the transport sector. Also attending were Deputy Prime Minister Tran Hong Ha and leaders of central ministries and branches. At the Bac Ninh bridge, comrade Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee, and leaders of departments and branches attended.

Currently, there are 120 projects and component projects in the three areas of road, aviation and seaport under the direction of the Steering Committee. The Steering Committee has held 20 meetings, with 19 projects and component projects of roads and one airport project completed and put into operation. Thereby, the whole country has 2,476 km of highways. The completed projects contribute to creating new development space, reducing logistics costs, making it easier for people to travel, bringing many benefits to the people and businesses and increasing the added value of land.

The Ministry of Construction and localities are making efforts to implement the construction of 733 km of highways with 22 projects and component projects. To speed up the implementation of key projects, the Prime Minister recently decided to add 3 projects (expansion of Phu Quoc International Airport, investment in construction of Gia Binh International Airport and construction of Can Tho 2 Bridge) to the list of projects under the Steering Committee.

In Bac Ninh, the province is making efforts to implement and achieve some positive results for key projects such as: Ring Road 4 - Hanoi Capital Region (section through Bac Ninh province); compensation and site clearance project for the construction of Lao Cai - Hanoi - Hai Phong railway (section through Bac Ninh); construction of a road connecting Gia Binh airport with Hanoi capital (section through Bac Ninh); Gia Binh International Airport and related projects...

Speaking at the conference, Prime Minister Pham Minh Chinh stated that infrastructure development is one of the three strategic breakthroughs identified since the 11th Party Congress; experience from many countries around the world shows that if you want to develop quickly, you must invest in strategic infrastructure.

The development of strategic infrastructure contributes to promoting public investment disbursement, economic growth, rapid and sustainable development of the country. Practices in recent months have shown that provinces and cities with good disbursement have good economic growth. In recent years, provinces and cities with double-digit growth rates are also places with good infrastructure.

To speed up the progress of important national works and projects, key to the transport sector, to welcome the 14th National Party Congress, the Prime Minister requested ministries, branches and localities to only discuss work, not to postpone, to maintain the completion date of projects; the spirit is "working during the day is not enough, take advantage of working at night; organize 3 shifts, 4 shifts, overcome the sun, overcome the rain to ensure the progress of the projects"; proactively remove obstacles, issues beyond authority need to be reported immediately for the Government to direct and resolve...

During the construction process, in addition to meeting the schedule, investors and contractors need to ensure quality, aesthetics, labor safety and site hygiene; pay attention to the accommodation of workers at the construction site...

The Prime Minister has directed the specific implementation of projects, including requiring Hanoi and Bac Ninh to speed up the construction of the road connecting Gia Binh airport with the capital Hanoi, ensuring that this is a beautiful, modern road that promotes the development potential of the localities...

Speaking after the online conference, Vice Chairman of the Provincial People's Committee Ngo Tan Phuong requested departments, branches and localities to strictly implement the Prime Minister's conclusions; focus on implementing key projects in the province.

Specifically, for the Ring Road 4 project - Hanoi Capital Region (section passing through Bac Ninh province), the investor - Traffic and Agriculture Project Management Board No. 2, and localities have stepped up propaganda and mobilization work to encourage households who have received compensation to move their assets early to hand over the site to the construction unit.

Faced with the situation of some contractors performing poorly, he requested to immediately transfer the workload within the consortium of contractors to increase the disbursement rate. The Department of Construction was assigned to coordinate with units to determine the coefficient of ground leveling and construction materials (compacting) to facilitate investors and contractors.

Units speed up the completion of infrastructure systems of resettlement projects, creating conditions for people to build houses and stabilize their lives.
