According to survey data from the functional sector, in the last months of 2025, enterprises in the province registered to recruit about 45,000 workers, mainly unskilled workers (accounting for 80%) in the following industries: Electronics, textiles, packaging, services. The average salary according to the agreement is 8-10 million VND/person/month. Some enterprises with large recruitment needs are: Goertek Vina Company, Que Vo Industrial Park (15,000 people); Newwing Interconnect Technology Limited Liability Company ( Bac Giang ) and Van Trung Industrial Park (10.5 thousand people); Hong Hai Science and Technology Group (10,000 people); Crystal Martin Vietnam Limited Liability Company, Quang Chau Industrial Park (5,000 people).

Despite the high demand, businesses are facing many difficulties in recruitment due to the scarce supply. From mid-October until now, according to a survey at the job fair and some regular job transactions at Bac Ninh Employment Service Center No. 1, the demand for recruiting unskilled workers has doubled compared to previous times. For example, at the job fair held on October 29 in Tam Tien commune, 10 businesses participated, registering to recruit 18,000 people in different job positions. Of which, workers on production lines in the garment and electronics assembly industries are being sought after by many companies, accounting for nearly 92% of the total demand. However, at the end of the fair, businesses were only able to recruit more than 300 people, accounting for less than 1.7% of the total number of workers in short supply.

In addition to registering for recruitment at the job exchange, businesses are also trying to find people in many different ways. At this time, Dreamtech Vietnam Limited Liability Company (VSIP Industrial Park) is rushing to complete year-end orders, so it urgently needs to recruit more than 1,000 unskilled workers. In the last two months of the year, on average, each month, businesses register to recruit about 500 people to meet the requirements of new product production projects. The company has hung many recruitment banners and posted information on social networking sites.
Mr. Nguyen Van Cong, Head of Recruitment - Training Department said: "We know that the end of the year is always a difficult time for recruitment because large corporations and companies offer many incentives to compete. Therefore, the department has proactively grasped information and proposed to the Board of Directors to apply new recruitment policies to attract human resources." Specifically, the company only sets out requirements such as: being agile, healthy, enthusiastic in work, and able to work in shifts. At the same time, workers receive a starting salary of 5.3 million VND/person/month; are supported with free shuttle bus and dormitory. After the interview, workers can go to work within the week. After signing the contract, workers are trained for free at the factory until they meet the job requirements. In particular, bonuses for new workers and referrals are 2 million VND/person. However, in reality, the number of people recruited is still very limited.
Forecasting demand and linking human resource supply
The main reason for the shortage of unskilled labor at the end of the year is that at this time, production and business units need to complete contracts to deliver goods to partners on time. In addition, the expansion of factory scale also causes a sudden increase in recruitment demand. It is forecasted that by 2026, businesses in the area will need about 150,000 workers; unskilled labor in the garment and electronics assembly industries alone will account for about 70%.

In addition, the imbalance between supply and demand is also a barrier that makes it difficult for businesses to recruit people, especially in the last months of the year. Workers want to find suitable jobs with high income and good benefits; while business owners, despite the shortage, still want to hire workers at the lowest cost. In reality, improving the working environment, taking better care of workers' lives and the mentality of waiting to receive salaries and Tet bonuses for workers who have been with them for many years have created stability in human resources in each factory and enterprise. Therefore, the situation of businesses laying off or workers "jumping" jobs at the end of the year has been significantly limited. According to Mr. Nguyen Xuan Son, Director of Bac Ninh Employment Service Center No. 1, this is a positive signal for the labor market because the more "thirsty" for human resources, the more businesses will have to apply preferential policies that are beneficial to workers to attract them.
For example, at Crystal Martin Vietnam Co., Ltd. (Quang Chau Industrial Park), in the last 2 months of the year, it needs to recruit 2,000 garment workers. To recruit enough quantity and ensure the operation of production lines, the company applies many attractive recruitment "reward" policies such as: New workers 6 million VND/person; new factories 4.5 million VND/person; loyalty bonus 6 million VND/person (for all workers starting work before October 1 and staying until December 31). In addition, on the first day of work, workers are given a box of instant noodles; workers from other provinces working in the first month are supported with bus fare (200,000 VND/person). In particular, the total income in the first 3 months of garment workers is guaranteed to reach 10 million VND/person/month; if lower, the company will make up the shortfall, creating motivation for workers to stay long-term.
Currently, the whole province has 70 enterprises operating employment services (labor leasing). This is also one of the effective labor supply channels for enterprises. Mr. Nguyen Tien Tuan, General Director of AMA Human Resources Joint Stock Company (Bac Giang ward) said: "On average, each year, the company supplies 17-20 thousand workers to industrial parks in the province and neighboring provinces and cities. To achieve this result, in addition to the propaganda solution on social networks, the company arranges human resources to participate in festivals and job fairs in many provinces with large labor potential. At the same time, always maintain prestige with employees and leasing enterprises in strictly complying with legal regulations related to labor leasing activities; prioritize training, ensure requirements on qualifications and skills of workers".
One of the reasons for the difficulty in connecting labor supply and demand is the limited information and forecasting activities on the labor market. To overcome this situation, Mr. Tran Van Ha, Deputy Director of the Department of Home Affairs, said that the planning, investment attraction, and business arrangement work need to be evenly distributed in localities. This will create equal employment opportunities for workers in all regions. The unit also continues to coordinate with sectors and localities to promote the work of career guidance and vocational training for workers from junior high school level; direct job service centers to replicate the model of cooperation with enterprises and vocational schools in training and supplying on-site human resources; organize for students to experience real life at companies that need to recruit according to suitable training majors. This activity not only meets the general and seasonal human resources needs of businesses but also helps young workers practice, gain more experience and vocational skills after graduation. “For businesses, the long-term solution is still to properly apply the registered conditions and policies when recruiting to attract and retain workers. Prepare in advance for the labor shortage at the end of the year by accepting apprentices, providing vocational training and then signing contracts,” Mr. Ha emphasized.
