On the morning of November 8, the Quang Ngai Maritime Port Authority said that at around 8:45 a.m., Captain Hoang Phu Xuyen (Hai Nam 39 ship, Vietnamese nationality) was traveling from Vinh Tan port to Son Duong port ( Ha Tinh ) through the old Binh Dinh sea area when he discovered and rescued Mr. Quang in poor health but stable mental condition.
The rescue location is about 60 nautical miles (about 111 km) from Ly Son Island. The Hainan 39 ship is expected to arrive at Son Duong port (Ha Tinh) tomorrow.

According to the Ly Son special zone authorities, on the afternoon of November 6, Mr. Quang and Mr. Le Van Sanh (37 years old) rowed a boat to rescue a man (44 years old) in Tay An Vinh village - who was said to have jumped into the sea due to a family dispute. However, strong winds and waves swept all three people away.
Border guards and local authorities then mobilized ships to search, but had to temporarily stop because Typhoon Kalmaegi was about to make landfall in the central provinces, causing big waves and strong winds. At noon on November 7, helicopters of the 372nd Division of the Air Defense - Air Force were mobilized to the Ly Son sea area to search.

Currently, Ly Son authorities are contacting the locality where Mr. Quang was rescued to verify specific information, and continue to coordinate the search for the remaining two people.
