Bac Ninh: Supporting businesses to increase localization rate

BAC NINH - Bac Ninh currently has tens of thousands of businesses operating with a variety of products, from agricultural and handicraft sectors to mechanical and electronic equipment and spare parts. However, the number of domestic businesses participating in the supply chain of FDI enterprises is not large, leading to a low localization rate, not yet promoting advantages.

Efforts to participate in the supply chain

In May 2025, An Lap Plastics Company Limited, Dai Dong - Hoan Son Industrial Park participated in the "Smart Factory Development Cooperation Project 2025". This project is a cooperation initiative between Samsung Vietnam and the Ministry of Industry and Trade to improve production, management and digital transformation capacity for enterprises in the supporting industry sector. Participating in this project, Bac Ninh province has 2 enterprises: AMA Holdings Investment Joint Stock Company (Yen Phong Industrial Park Expansion) and An Lap Plastics Company Limited; after 5 months of implementation, it has brought practical results to the enterprise.

Mr. Dang Quang Khoi, Director of An Lap Plastics Limited Company, shared: “Our company is supported by Samsung Vietnam to deploy a comprehensive system connecting production - warehouse - quality - equipment, helping the factory's intelligence level increase from 1.7 to 2.8. The improvement of the production line has increased the plan completion rate from 80% to 92% and reduced errors from 12% to only 0.5%. Thanks to that, the company has cooperated with Samsung Vietnam in production, brought into the component supply chain, opening up opportunities for sustainable development.”

The province has 33,500 operating enterprises, contributing more than 53% of the total domestic budget revenue, creating stable jobs for hundreds of thousands of workers. Of these, about 1,100 enterprises participate in the supporting industry.

Talking about the Smart Factory Development Cooperation Project, Mr. Kim Tea Hoon, Deputy General Director in charge of Purchasing Center - Samsung Vietnam said: From 2022 to now, the Project has accompanied 82 Vietnamese enterprises on the journey of innovation, building a smart factory platform and training 123 experts on smart factories. After the project, the consulted enterprises will continue to develop smart factory systems under the online consultation of Korean experts. Thereby helping to improve competitiveness, participate in global supply chains, contributing to promoting the development of Vietnam's supporting industry.

In reality, to participate in the supporting industry, many enterprises in the province are constantly researching, learning, inventing, and changing themselves to adapt and achieve the goal of participating in the global supply chain. Among those enterprises is Alpha Vina Mechanical and Automation Joint Stock Company ( Bac Giang ward). After more than 5 years of establishment, the enterprise has participated in many projects and completed orders from domestic and foreign enterprises with a variety of products such as: Automatic blank feeding system, product edge cutting machine, post-casting product burr treatment machine, automatic processing JIG in CNC machine, product picking robot... Last year, the Company successfully researched and manufactured "Automatic heating equipment in casting industrial production". With efforts in innovation, applying high technology to production, management and production operations, on October 13, 2025, the Company was granted the Certificate of "Science and Technology Enterprise" by the Department of Science and Technology of Bac Ninh.

Promote innovation and creativity

According to the assessment of the Department of Industry and Trade, from 2015 to now, the supporting industry has been gradually developing, playing an important role in the province's economic growth, increasing the localization rate, and at the same time contributing to forming a link between domestic enterprises and FDI enterprises. However, the province's supporting industry still reveals many shortcomings such as: Products are still simple, with medium and low technology content, and have small value in the product value structure; management and production management have not been fully updated with the trend of modern and smart enterprises; The high-tech human resources are not many... To participate deeply in global value chains and increase the localization rate in FDI enterprises' products, enterprises in the province need to meet strict criteria such as: Ability to meet quality and technical requirements; ability to transfer technology, build management systems and focus on human resource training...

Identifying that accompanying the business community and entrepreneurs is not only an important political task but also a long-term commitment, responsibility and ethics for sustainable development, Bac Ninh province has directed relevant departments and branches to develop cooperation programs with the Ministry of Industry and Trade, the Vietnam Association of Supporting Industry Enterprises and FDI enterprises to implement many programs such as: Smart factory development cooperation project; consulting project, technical support for enterprises to apply continuous improvement tools (Kaizen) in production. At the same time, many seminars, dialogues, and training programs are organized to remove difficulties for enterprises and develop high-quality human resources. The province has issued many mechanisms and policies to support human resource training, loans, incentives for industrial space rental, etc. to promote the supporting industry to promote its potential to produce and supply products that meet international standards, thereby participating deeply in the global value chain.

However, the development of the province's supporting industry still reveals some "bottlenecks" such as: Procedures on land, environment, construction, limitations on supporting infrastructure and lack of connection between domestic enterprises and FDI enterprises... To solve these problems, at many forums, dialogues, and seminars related to industrial development in general and the province's supporting industry in particular, the provincial leaders always affirmed: Bac Ninh is committed to continuing to reform administrative procedures, strongly improving the investment and business environment. Focus on building a team of highly qualified, capable and professional officials and civil servants to meet the requirements of the task. Prioritize maximum support for enterprises applying modern science, innovation and creativity. Promote digital transformation, develop digital government, digital economy, create a solid foundation for enterprises to proactively integrate and participate deeply in the global value chain. At the same time, focus on developing advantageous fields, in line with the development orientation of industry and supporting industries such as: Production and assembly of electronic components, precision mechanics, supporting industries for high-tech industries, food and beverage processing. In addition, businesses need to unite, support, cooperate to grow together, avoid unhealthy competition. Accept risks and challenges in the production and business process, thereby shaping their own sustainable development direction.
