Implementing the arrangement of commune-level administrative units and operating the new political system model, Muong La commune, Son La province was established on the basis of merging It Ong town and Nam Pam, Chieng San, Chieng Muon, Pi Toong communes. In the period of 2021-2025, the commune has mobilized a total social investment capital of 608.6 billion VND, built 109 new technical infrastructure works, traffic, public lighting, domestic water, schools, medical stations, cultural houses; eliminated 253 temporary houses, dilapidated houses for poor households, meritorious people and policy beneficiaries... Solar lighting is one of the typical rural projects of the commune, effectively implemented through social mobilization, with 75 rural lighting models. Mr. Quang Van Kim, Party cell secretary, Head of Noong Quai village, shared: In the two years of 2023-2024, the village has allocated about 150 million VND to pay for community forest environmental services, installing 50 solar lampposts along the main roads, not only helping people travel more conveniently at night, but also contributing to ensuring security and order in the area.
Cat Linh is a Mong ethnic minority village that is actively building new rural areas, effectively using community forest environmental service fees to invest in essential public works. Mr. Hang A Ky, Party cell secretary and village chief, said: The village has agreed to allocate 50% of forest environmental service fees to invest in infrastructure. Up to now, 100% of the village roads and 30% of the roads leading to the production area have been concreted and have lighting installed. The total estimated cost is 1 billion VND along with thousands of working days.
Implementing the income criteria in the construction of new rural areas, Muong La commune propagates and mobilizes people to develop the economy in accordance with the locality: The central area promotes the development of trade and services; communes along the hydroelectric reservoir focus on developing tourism and services and exploiting and raising aquatic products. The commune also supports people in changing the structure of crops and livestock and building effective agricultural models.
Up to now, the whole commune has 2,035 hectares of fruit trees; a total herd of over 12,400 large cattle; 39,700 pigs; exploiting 40 hectares of ponds and lakes, developing 659 commercial fish cages. Tourism activities have initially been formed and strongly developed; the commune combines sightseeing tours of hydroelectric projects with experiencing the traditional culture of ethnic minorities. Many homestays and lake tours have been formed, serving tourists, promoting economic restructuring; at the same time, preserving and promoting the value of cultural heritage, natural resources, creating more jobs, improving people's lives. In the past 5 years, the commune has welcomed 51,500 tourists, with a total revenue of over 15.45 billion VND.
Mr. Nguyen Van Bac, Secretary of the Muong La Commune Party Committee, said: Up to now, the commune has achieved 10/19 criteria, 38/57 targets of new rural commune, the poverty rate has decreased to 8.9%. In the coming time, Muong La will focus on developing production, business, and services according to sustainable value chains, associated with tourism; restructuring agriculture towards green transformation, creating typical specialty products, strengthening the connection of "4 houses" (State, farmers, scientists, businesses) and encouraging investment in production, processing, and consumption of agricultural products.
Along with that, the commune is interested in developing eco-tourism associated with OCOP products, gradually forming concentrated and sustainable specialty raw material areas, such as: Nam Pam sticky rice, Bat Do bamboo, mango, Chieng San jackfruit, It Ong, Nam Pam, Chieng Muon ginseng and Pi Toong early ripening lychee. Complete the hardening of the road from the commune center to the villages in a synchronous direction. Build a bright - green - clean - beautiful - safe new countryside, striving for the commune to meet new rural standards by 2030.
