Focus on preserving and promoting the values ​​of ethnic identity associated with community tourism development to contribute to sustainable poverty reduction.

The national target program for ethnic minority areas in Thanh Nua commune (Dien Bien province) has created changes in economic development, infrastructure and sustainable poverty reduction.

In the period of 2021 - 2025, Thanh Nua commune (Dien Bien province) benefits from 3 national target programs, including the socio -economic development program for ethnic minorities and mountainous areas, with a total capital of more than 14.9 billion VND (development investment capital of more than 4 billion, career capital of more than 10.8 billion), the program has been deployed synchronously to many villages and hamlets.

As of August 2025, the commune has disbursed nearly VND 5.82 billion, reaching 39% of the plan. This resource focuses on developing sustainable agricultural and forestry production, building communities to participate in commodity value chains. Some new projects such as coffee and macadamia planting are being prepared for implementation in villages, opening up a long-term direction for the people.

In parallel, the New Rural Development Program also made a clear mark. With a total capital of over 19.6 billion VND, the commune has so far disbursed 14.6 billion VND, reaching 74.56% of the plan. Thanks to that, 4/5 communes before the merger met the new rural standards, the remaining communes basically met the standards; 23/73 villages met the model new rural standards. The average income per capita in 2025 is estimated to reach nearly 48 million VND, far exceeding the resolution target.

The sustainable poverty reduction program with a total capital of VND 4.1 billion also contributed positively, helping the poverty rate reduce from 5.9% at the end of 2021 to 4% at the end of 2024.

In addition to investment capital, Thanh Nua has made good use of policy mechanisms, mobilizing the participation of the political system and the people. Infrastructure is focused on: 100% of commune roads are concreted and asphalted; over 90% of village roads are solid; the national power grid covers the entire commune; 76.5% of classrooms are solidified; 100% of medical stations meet national standards.

These results show that the National Target Program has truly become a lever, creating motivation for Thanh Nua to change strongly in all three aspects: Infrastructure, production and people's lives.

Despite many positive results, the program implementation process in Thanh Nua still has many limitations.

First of all, the disbursement progress of public investment capital is still slow, only reaching about 18% of the plan, affecting many projects supporting livelihoods, vocational training, and community development. The reason comes from the complicated policy mechanism, the project establishment, appraisal, and approval process is prolonged.

Local budget resources are limited, while the need for infrastructure investment, production development and social security is huge. Climate change, natural disasters and unusual epidemics also have negative impacts on agricultural production, reducing investment efficiency.

The level of education is not uniform and the quality of human resources is low, making the transfer of science and technology and the application of new technology in production difficult. Some collective economic models such as cooperatives and cooperative groups operate unstable, small-scale, and lack market linkages.

The work of preserving and promoting cultural values ​​in association with tourism development is not really commensurate with the potential. The commercial and service infrastructure is underdeveloped, making it difficult to attract investment in this field.

The commune has a large area, borders the border, and has many potential complex factors regarding security and order, creating additional pressure on the implementation of programs and projects.

To make the National Target Program more effective, Thanh Nua identified a number of key solutions.

First of all, focus on removing obstacles in policy mechanisms, especially procedures for disbursing career capital, ensuring timely support capital reaches the right beneficiaries. The commune will continue to recommend superiors to simplify procedures, increase decentralization and delegation of authority to be more proactive in organizing implementation.

The commune will also promote the development of agricultural commodity production associated with value chains, focusing on key crops such as high-quality rice, coffee, macadamia, spices, etc. The commune also aims to build concentrated production areas, encourage links between farmers, cooperatives and businesses to stabilize output;

Promoting the application of science and technology, digital transformation in production and management, and improving the quality of human resources through vocational training and technical training for people. This is the key solution to transform the economic structure in a sustainable direction.

In the field of infrastructure, the commune continues to take advantage of State investment resources combined with social mobilization to complete the transportation, electricity, water, school, and healthcare systems, serving socio-economic development and improving the quality of life.

In terms of culture and society, Thanh Nua will focus on preserving and promoting the values ​​of ethnic identity in association with developing community tourism. This is both an economic development direction and a contribution to building an advanced new countryside.

The commune continues to strengthen propaganda work, raise people's awareness of the role and significance of the National Target Programs; promote the strength of great national unity, encourage the spirit of self-reliance of each household and each community.

In the period of 2025 - 2030, Thanh Nua aims to increase average income by nearly 90%, reduce the poverty rate to below 1%, and strive to achieve new rural standards by 2030. This is both a challenge and a motivation for the political system and the people of the whole commune to continue to join hands, determined to bring the program to life.
