Strong breakthrough political report, Resolution can go into life immediately

The first noticeable new point is that the draft Political Report has integrated the contents of three documents: Political Report, Socio-Economic Report, and Party Building Summary Report. This demonstrates the spirit of continuing innovation in document drafting, ensuring consistency in content.

Besides the three traditional reports, there is also a fourth report summarizing 40 years of innovation from 1986 to present . The theme of the Political Report is brief but clearly conveys the message of self-reliance, self-reliance, and self-confidence.

The content of the report is highly general, inheriting the spirit of the 13th Congress - aiming at quantitative targets. For example, the goal by 2030, Vietnam will become a high-middle income country, with a GDP of 8,500 USD or a double-digit growth target.

When quantifying targets like this, publicity and transparency also increase, increasing the accountability of the implementing entity. Thereby, people can easily exercise their right to supervision.

This is also the first time that the development of an Action Program to implement the Congress Resolution is a component part of the draft Report. This Action Program specifies the tasks, progress, resources and necessary conditions for implementation as well as assigns specific responsibilities. With the motto "correct, close, accurate", the document is short, concise, easy to understand, easy to remember, easy to implement, making it possible to "bring the resolution into life" immediately after the end of the congress, without having to wait through intermediate steps (such as organizing the concretization of the Resolution) which often takes until the first half of the term.

The frankness in the draft is clearly shown in part 1 "Evaluation of the implementation of the 13th Party Congress Resolution and the country's foundation after 40 years of renovation". The draft does not use the word "shortcomings " but uses the words " limitations and weaknesses".

Referring to "limitations and weaknesses", in addition to objective causes (such as the rapidly changing international context, the severe impact of the Covid-19 pandemic, natural disasters and climate change, etc.), the draft boldly pointed out that " subjective causes are still the main ones " (for example, due to limited awareness, leadership, management and operational capacity of some Party committees, authorities and leaders of some agencies, organizations and heads; many weaknesses and shortcomings that have accumulated from before have not been thoroughly handled, causing long-term consequences; the institutional system has not developed synchronously, becoming "the bottleneck of the bottleneck", etc.).

The editorial team introduced a number of new and important issues in the draft Political Report. A new growth model was established, with science and technology, innovation and digital transformation as the main driving force. This is the central content of the country's development model.

Here, I would like to mention some more examples. In the 4 key tasks in the section “Viewpoints and goals for national development in the new period”, there are 2 tasks with new elements that have not been present in other congresses.

Specifically, the second key task - " Economic and social development and environmental protection are the center" shows that adding the element of "environmental protection" along with " economic and social development" is a central task that marks a step forward in awareness. It is also a strategic commitment, placing the environment as a measure in every development policy.

In the fourth key task - " Strengthening national defense, security and promoting foreign affairs and international integration are essential and regular " also added two elements "foreign affairs and international integration". Adding these two elements to the group of essential and regular tasks not only helps change thinking but also serves as a strategic lever, making foreign affairs and international integration become the core tools of national security and sustainable development.

Expanding the ability to develop dynamically and creatively

With the first guiding viewpoint stated in the draft: " Firmly and creatively apply and develop Marxism-Leninism, Ho Chi Minh thought, and the theory of innovation ", it can be seen that this is the first time the Party has identified "the theory of innovation" as a component part of the Party's ideological foundation.

The 7th Congress in 1991 made the second component "Ho Chi Minh Thought" a part of the Party's ideological foundation.

At the upcoming 14th Congress, when summarizing 40 years of innovation, the draft document adding "Theory on the innovation path" as the third component is very timely, a development of historical significance.

Looking back at the congresses, it can be seen that the Party's "theory on innovation" has had a suitable development process.

For example, the 6th Congress (1986) put forward the view of developing a multi-sector commodity economy.

The 7th Congress (1991) affirmed: " Developing a multi-sector commodity economy with socialist orientation, operating according to a market mechanism under State management ."

At the 9th Congress (2001), the Party officially introduced the concept of a socialist-oriented market economy. It is a " multi-sector commodity economy operating according to a market mechanism under State management in a socialist orientation ".

In general, this addition demonstrates the maturity of the Party's theoretical thinking, ability to summarize practice and self-renewal capacity; affirms the Party's comprehensive and wise leadership role, steadfastly following the socialist path; at the same time opens up the possibility of dynamic and creative development, in accordance with the country's reality and the trend of the times... From a research perspective, this is the Party's contribution to the theoretical treasure of the international communist and workers' movement.

Civilized party leads the country to development

The additions in the work of Party building and rectification also demonstrate inheritance and development to adapt to the times.

Previous congresses only mentioned Party building and rectification; the 13th Congress added “Party building and rectification and the political system”, while the draft of the 14th Congress wrote: “Strengthening building, rectification, and self-renewal so that our Party is truly ethical and civilized…”.

For the first time, the policy of building a civilized Party was identified as a strategic, systematic and specific task in the Party Congress Documents.

This is a step of development that has the character of a successor of the Party.

The Party can only lead the revolution successfully when it is civilized, clean, strong, transparent, democratic, and pioneering; has a scientific and modern mindset; has democratic and effective leadership methods; is capable of self-renewal and adapting to changes of the times; and is trusted and supported by the people. Thus, a civilized Party will lead the country to development.

A concrete example is that even the act of soliciting public opinion on the draft documents of the 14th Congress via VNeID is civilized. Accepting criticism or different opinions also demonstrates the level of civilization.

In Party building, cadre work is the "key of keys". The new point in this document is the synchronization in building cadres at both strategic and grassroots levels (especially leaders), instead of only focusing on strategic-level cadres as before.

The policy of placing grassroots cadres at the center of cadre work is a breakthrough in thinking about cadres. The quality of cadres is strengthened right from the grassroots.

General Secretary To Lam recently stated that the work of preparing personnel for the next term Congress must pay special attention to the factors of "Virtue - Strength - Talent". Based on the inheritance of Ho Chi Minh's thought (cadres must be "both red and professional"), the three short words of the General Secretary not only have a high generalization power in cadre work, but also have a new feature (the concept of "Strength"). "Strength" here does not only simply mean health, but also the ability, aspiration and development capacity of cadres.

The monitoring and evaluation mechanism is required to be more strictly regulated. The draft also focuses on the harmonious combination of training, planning, evaluation and supervision; especially focusing on the leaders. These new points will create a breakthrough in the quality of leadership and management in the political system to meet the requirements of rapid and sustainable development in the new era.
