Optimizing solar and energy storage systems

According to experts, battery storage is a fundamental technology that helps regulate power, stabilize voltage frequency, reduce transmission congestion and increase the efficiency of renewable energy exploitation, playing an extremely important role in ensuring the stability and flexibility of the national grid. However, it is necessary to soon complete policies related to investment and development of battery storage systems (BESS) to develop the market to achieve the goals set out in the national energy strategies.

Recently, in Ho Chi Minh City, the Vietnam Energy Association (VEA) in collaboration with the Electricity Authority - Ministry of Industry and Trade organized the 5th Vietnam Clean Energy Forum with the theme: "Policy and technology solutions for developing energy storage systems and solar power in industrial parks in Vietnam".

According to the adjusted Power Plan VIII, the goal by 2030 is to develop energy storage using pumped storage hydropower with a capacity of about 2,400-6,000 MW and battery storage systems (BESS) for wind power centers, solar power, or on the power system must reach a capacity of 10,000-16,300 MW. This is a very large goal, while the scale of current BESS systems is still small and the capacity is insignificant.

Achieving the total energy storage capacity mentioned above requires a huge investment capital, about 4-7 billion USD, but the impact of this investment cost on electricity prices has not been fully studied. Current mechanisms on electricity purchase and sale prices for storage systems (new regulations for pumped storage hydropower and under study for BESS) may not be attractive enough. Meanwhile, concentrated solar power sources that are required to be accompanied by battery storage are a solution in the transitional period. Along with that, changes in BESS technology, as well as other storage trends globally and the need to localize technology, recycling/circular economy of Vietnam to be self-sufficient in the BESS supply chain are posing great opportunities and challenges that require mechanisms and policies to promote from state energy management agencies.

Mr. Nguyen The Huu - Deputy Director of the Electricity Department, Ministry of Industry and Trade said: In the context that Vietnam is promoting the implementation of its commitments to carbon neutrality by 2050, while facing major challenges from the energy transition process and increasing the proportion of unstable renewable energy (such as wind power and solar power), the BESS system has emerged as a fundamental and breakthrough technological solution. BESS not only helps regulate capacity, frequency regulation, voltage regulation, black start and provide system inertia, but also plays an important role in reducing transmission congestion, leveling the load curve and enhancing the ability to effectively exploit renewable energy sources.

In the long term, BESS will be an indispensable component of the modern power system - where energy is not only produced and consumed, but also stored and flexibly coordinated according to actual needs and market conditions. At the same time, solar power in industrial zones is also increasingly developing as a natural necessity to increase the proportion of green electricity, use on-site electricity, exploit potential, reduce transmission losses and use electricity effectively in a cleaner, greener direction.

Businesses exchange at the forum

According to Mr. Nguyen Anh Tuan - Vice President (first) and General Secretary of VEA, along with advances in science and technology, rapidly decreasing costs and with a market size following the orientation and goal of developing a national renewable energy storage system, BESS is a large and potential market in our country. However, to turn potential into reality requires conditions for market development. In particular, it is necessary to have a suitable price framework, expand the BESS target (not only with solar power), pay attention to localization and export orientation, and have a connection between the state, schools, researchers, businesses and people. Besides, there needs to be a mechanism to continuously update the set of standards because BESS technology changes very quickly.

According to the Electricity Authority, the Ministry of Industry and Trade is continuing to perfect the policy for BESS, in which the Ministry is developing a Circular stipulating the documents, procedures, methods for determining and approving the power generation price framework and the method for pricing BESS power generation services (prices for BESS), expected to be issued in late 2025 or early 2026.
