Establishment of the Council for Appraisal of the Report on Proposed Investment Policy for the National Target Program on New Rural Construction and Sustainable Poverty Reduction

Minister of Agriculture and Environment Tran Duc Thang signed Decision No. 4707/QD-BNNMT on the establishment of the Council for appraising the Report on investment policy proposal for the National Target Program on new rural construction, sustainable poverty reduction; Socio-economic development of ethnic minority and mountainous areas in the period 2026-2035.

The Decision clearly states the establishment of the Council for Appraisal of the Report on Proposal for Investment Policy of the National Target Program on New Rural Development, Sustainable Poverty Reduction; Socio-economic Development of Ethnic Minority and Mountainous Areas in the 2026-2035 period, consisting of 20 members, with Mr. Vo Van Hung, Deputy Minister of Agriculture and Environment as Chairman of the Council.

The members of the Council include representatives of the Ministry of Finance; Ministry of Industry and Trade; Ministry of Construction; Ministry of Health; Ministry of Education and Training; Ministry of Culture, Sports and Tourism; Ministry of Science and Technology; Ministry of Home Affairs; Ministry of Justice ; Ministry of Public Security; Ministry of National Defense; State Bank of Vietnam; Vietnam Bank for Social Policies; Ho Chi Minh National Academy of Politics.

Invite representatives of the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Women's Union, and the Central Committee of the Farmers' Association;

Representatives of leaders of units under the Ministry of Agriculture and Environment: Departments (Planning - Finance, Legal Affairs, Science and Technology, Personnel Organization), Departments (Management and Construction of Irrigation Works; Dyke Management and Disaster Prevention and Control; Cooperative Economy and Rural Development; Quality, Processing and Market Development; Environment; Climate Change; Digital Transformation); Central Office for New Rural Area Coordination, National Office for Poverty Reduction;

Representatives of leaders of units under the Ministry of Ethnic Minorities and Religions: Department of Legislation, Department of Planning and Finance, Department of Policy, Department of Organization and Personnel; National Office for Ethnic Minorities and Mountainous Areas; Department of Propaganda for Ethnic Minorities and Religions; Center for Digital Transformation; Academy of Ethnic Minorities;

The Council is responsible for advising the Minister of Agriculture and Environment to appraise the Report proposing investment policies for the National Target Program on New Rural Development, Sustainable Poverty Reduction; Socio-economic Development of Ethnic Minority and Mountainous Areas for the 2026-2035 period before submitting it to the Prime Minister as prescribed.
