As a highland commune with a large population of ethnic minorities, after the merger, Binh Lieu commune, Quang Ninh province is making efforts to effectively exploit its potentials and strengths, aiming to comprehensively improve the quality of material and spiritual life for the people.

Established on the basis of merging Huc Dong commune, Vo Ngai commune and Binh Lieu town, Binh Lieu commune has a natural area of ​​over 225km², with 35 residential areas and more than 16,000 people. Of which, ethnic minorities account for over 92.7%, mainly Tay, Dao, San Chi..., creating a unique cultural identity, an important foundation for developing community tourism , services and preserving cultural values ​​of the border area.

After the merger, Binh Lieu commune is making efforts to effectively exploit its existing potential and advantages, aiming to comprehensively improve the material and spiritual quality of life for the people. On the basis of promoting the strengths of climate, soil and typical mountainous landscape, the locality focuses on promoting agricultural development towards commodity production, applying new crop varieties, high-tech agricultural models, combining the development of ecological and agricultural tourism experiences associated with indigenous culture.

In particular, taking advantage of the large land area, cool climate and available advantages, Binh Lieu commune has focused on developing sustainable agricultural and forestry economy . The commune currently has thousands of hectares of key forestry crops, such as: Acacia, pine, anise, cinnamon... along with intercropping models, medicinal plants, and specialty plants. Many household-scale livestock models have achieved high efficiency, typically, such as: Chicken farming model with a scale of 8,000 chickens/year; chicken, goat, cow, and fish farming models in Khe Lanh, Thong Chau, Cau Sat, Su Cau, Na Cap villages...

Along with that, the commune focuses on propaganda, mobilization, and support for people to change their production mindset, boldly apply science and technology, and gradually form effective economic models. Many models such as planting local specialty trees, high-value fruit trees, concentrated livestock farming, homestay development, etc. are creating new motivation, opening up a sustainable direction for people, contributing to increasing income.

Ms. Tran Thi Van, a milk grape grower in Binh Lieu commune, shared: My family started experimenting with the milk grape growing model in 2022 with the desire to find a new direction for agricultural production. Initially, we encountered many difficulties due to the climate, care techniques and new markets. With the support and guidance of the locality and the professional sector, I gradually mastered the techniques and invested more systematically in irrigation systems, greenhouses and plant nutrition. Up to now, the milk grape garden not only grows well and bears fruit regularly but also attracts many people to visit and learn. I hope this model opens up a direction for high-value agricultural production for Binh Lieu commune, contributing to creating local jobs, developing experiential tourism and promoting local specialties.

Not only focusing on the economy, Binh Lieu commune also cares about developing the fields of education, health, culture, infrastructure and environment. Since the beginning of 2025, the commune has supported the construction of 22 new houses for poor households and repaired 1 house with a cost of over 1.7 billion VND. The rate of people participating in health insurance has reached over 98%; free medical examination and medicine distribution activities for people have been maintained. Environmental protection work has changed significantly, the movements of "Green Sunday", "5 no, 3 clean" have spread widely; the rate of households using hygienic water has reached 100%, of which nearly 73% use clean water, the rate of collected waste has reached nearly 99%.

The cultural and tourism sector continues to be a highlight as the locality attracted more than 15,500 visitors in the first 9 months of 2025, including over 6,100 international visitors, with estimated revenue reaching more than 13 billion VND. Up to now, the living standards and awareness of people in the commune have been constantly improved. Trust in the Party's guidelines and the State's legal policies has been strengthened, contributing to creating consensus in implementing socio-economic development tasks and ensuring national defense and security.

The model of raising chickens combined with growing citrus fruit trees brings high economic income to Mr. Tran Van Thoong, Binh Lieu commune.

Binh Lieu commune sets a target of increasing the total product value in the commune by over 13% in 2025; the average income per capita is estimated at 98.05 million VND/person. Ms. Dang Thu Phuong, Chairman of Binh Lieu Commune People's Committee, said: To continue improving the quality of life for the people, Binh Lieu commune has developed a synchronous infrastructure investment plan for the period 2025-2030 with 146 projects, total capital of over 1,900 billion VND, prioritizing rural traffic, schools, irrigation, tourist attractions and production facilities. In particular, the commune will focus on developing the agricultural and forestry economy associated with processing and community tourism; promoting the application of science and technology; taking care of social security; preserving traditional culture and ensuring border security. The goal is to build Binh Lieu commune into a sustainable highland commune, with people's lives increasingly improved.

With the determination of the government and the consensus of the people, Binh Lieu commune is gradually realizing the goal of building a rich, beautiful, civilized highland commune with a strong identity. At the same time, building Binh Lieu commune to become a bright spot in developing mountainous rural areas and improving the quality of life for ethnic minorities.
