Launching the emulation campaign "Each person has at least 01 initiative, solution/year" Breakthrough development, ready to enter a new era

On November 5, 2025, the Standing Committee of Cao Bang Provincial Party Committee issued Plan No. 26-KH/TU on launching the emulation movement "Each party member, cadre, civil servant, public employee, soldier and worker in the province has at least 01 initiative and solution/year". This is a concrete step to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; at the same time, implementing Decision No. 923/QD-TTg of the Prime Minister on the emulation movement "The whole country competes in innovation and digital transformation".

The movement aims to encourage cadres, party members and workers to promote proactiveness, innovative thinking and creativity in work and production; promote the spirit of "dare to think, dare to do, dare to innovate, dare to take responsibility" and contribute to administrative reform, improving the quality of service to people and businesses.

The emulation theme is determined as "Innovation and creativity for the rapid and sustainable development of Cao Bang province" . The target is: 100% of cadres, party members, civil servants, public employees, soldiers and workers respond to the emulation and have at least 01 initiative or solution/year or more related to the field of work, position, assigned tasks and recognized by the Initiative Council at all levels.

The movement's content is specified for each target group: exemplary cadres and party members take the lead in innovation in thinking, dare to think, dare to do; civil servants and public employees proactively propose solutions to improve public service efficiency, improve processes, build "Model administrative agencies", "Friendly government"; armed forces focus on innovating training and techniques, improving the effectiveness of crime prevention; workers are creative in production, improve techniques, save materials, improve productivity, quality and income.

The movement was launched in the fourth quarter of 2025, by the end of 2027, a preliminary review and assessment of implementation results will be conducted; by the end of 2030, a summary and commendation of outstanding collectives and individuals will be held. The Provincial Party Standing Committee assigned the Provincial Steering Committee on Science, Technology Development, Innovation and Digital Transformation; Provincial Party Committee's Propaganda and Mass Mobilization Committee; Provincial Party Committee's Organization Committee; Cao Bang Newspaper; Department of Science and Technology; Department of Home Affairs; Fatherland Front and socio- political organizations, etc. to coordinate implementation, ensuring the movement spreads widely and effectively.
