At the meeting, the Working Group heard reports on the situation, progress, difficulties and obstacles in the implementation of the 1,200-bed Ca Mau General Hospital project; the project to build the West sea dyke from Cai Doi Vam to Kenh Nam and the embankment to prevent coastal erosion in key sections from Ong Doc river estuary to Bay Hap estuary, invested by the Provincial Construction Project Management Board.
Accordingly, the project to build the West sea dyke from Cai Doi Vam to Kenh Nam and the embankment to prevent coastal erosion in the vulnerable sections from Ong Doc river estuary to Bay Hap estuary has so far disbursed 47% of the capital plan; currently implementing the procedures to supplement the local re-borrowing capital plan; the investor is carrying out the work according to the project progress plan. Particularly, the project of Ca Mau General Hospital with a scale of 1,200 beds has just disbursed 15.3% of the capital plan.

At the meeting, delegates exchanged, discussed and proposed solutions to remove difficulties and obstacles in land acquisition, support, compensation, resettlement and implementation of bidding packages of the two projects; coordinated work to resolve arising work contents; at the same time, increased progress in preparing documents, investment procedures, and selecting contractors to speed up the implementation progress and disbursement of capital plans arranged for the projects.
Speaking at the meeting, Provincial Party Secretary Nguyen Ho Hai, Head of Working Group No. 1, requested to maintain weekly meetings to check the situation, urge progress, regularly coordinate to remove difficulties and problems that arise; investors need to be more flexible in paying capital for bid packages in accordance with regulations, not to let it accumulate at the end of the year.

There is not much time left to disburse capital from now until the end of the year. To complete the task of disbursing 100% of capital according to the Government 's direction, Provincial Party Secretary Nguyen Ho Hai requested investors to focus on implementing the disbursement of public investment capital within 45 days and nights; assigning tasks in projects to ensure 6 clarity: "clear people, clear work, clear time, clear responsibility, clear products, clear authority".
In addition, urgently coordinate with the Provincial People's Committee to adjust the project of Ca Mau General Hospital with a scale of 1,200 beds, as a basis for implementing the project in 2026; at the same time, rebuild a suitable project disbursement plan for implementation.
The Department of Construction urgently appraises the bidding documents of the project packages according to regulations; contractors mobilize maximum human resources and equipment to speed up construction progress; have plans to train human resources, proactively prepare operating conditions for the hospital when it is put into operation.
In addition, Provincial Party Secretary Nguyen Ho Hai proposed to coordinate to thoroughly resolve difficulties and obstacles in site clearance for the project of building the Western sea dyke from Cai Doi Vam to Kenh Nam and embankments to prevent coastal erosion in key sections from Ong Doc river estuary to Bay Hap estuary, contributing to achieving the target of disbursing public investment capital in 2025 as directed by the Prime Minister .
