On November 10, Hanoi City Tax organized a combined online and in-person conference "Implementing solutions to support business households in converting their tax model from lump-sum tax to declaration and conversion to enterprises in Hanoi city".
From January 1, 2026, business households and individuals will no longer apply the tax lump-sum method but will switch to the declaration form.
Hanoi City Tax has developed a plan to support business households in converting their tax model from lump-sum tax to declaration and conversion to enterprise.

Accordingly, business households and individuals are divided into three groups: Group 1 has revenue of 200 million VND/year or less; Group 2 has revenue of over 200 million VND to 3 billion VND/year; Group 3 has revenue of over 3 billion VND/year.
Business households are supported with free legal advice; provided with free software and technology support; enhanced interaction channels and multi-level support; surveyed the current situation and needs of each household; coordinated with technology solution providers - support without incurring costs; coordinated with professional associations for training and guidance; accompanied throughout - model "1 officer - 1 group of business households", corresponding to the instructions of the tax authority on official information channels (Zalo, Facebook, Youtube, Website, Tiktok).

To date, 14,049 households and business individuals have used electronic invoices generated from cash registers, of which 9,087 households and business individuals are not required to use them but voluntarily registered to use them; over 85% of taxpayers have installed and used the eTax Mobile application, serving the purpose of electronic tax declaration and payment and data connection with tax authorities.
