Prime Minister: Unity gives us strength, cooperation gives us benefits, dialogue strengthens trust

On the afternoon of November 10, in Hanoi, Prime Minister Pham Minh Chinh attended the annual Vietnam Business Forum (VBF) 2025 with the theme "Enterprises accompanying the Government: Green transformation in the digital age".

The Forum is jointly organized by the Ministry of Finance , the World Bank, the International Finance Corporation and the Vietnam Business Forum Alliance. Also attending the Forum are: Leaders of ministries, branches, central agencies; ambassadors, representatives of diplomatic agencies, international organizations, associations, businesses, domestic and foreign investors.

According to Minister of Finance Nguyen Van Thang, to affirm its commitment to green development, Vietnam has issued many important guiding documents such as: National Green Growth Strategy for the 2021-2030 period, with a vision to 2050; National Action Plan on Green Growth for the 2021-2030 period; Circular Economy Development Project...

The choice of the theme "Enterprises accompanying the Government: Green transformation in the digital age" demonstrates the Government's strong determination in attracting high-quality investment and promoting sustainable growth; affirming the important role of the FDI business community in the green transformation process on the principles of inclusive development, equality, harmonization of interests and leaving no one behind.

At the Forum, delegates highly appreciated the situation and prospects of Vietnam's economic development, the challenges in achieving the goals in the coming time; and at the same time, made recommendations for businesses to accompany the Government in green transformation in the digital age. The Forum also devoted time for leaders of Vietnamese ministries and branches to discuss, answer and clarify issues of concern to the business community.

Delegates highly appreciated Vietnam's development strategy, especially in development based on science, technology, innovation, digital transformation, green economic development, digital economy. The business community showed its willingness to join hands, contribute, and wholeheartedly accompany the Government in the journey of operating and implementing strategic visions, creating a Vietnamese economy that develops rapidly, sustainably and has global competitiveness in the new era.

Believing that it is necessary to continue improving the business investment environment, moving towards green transformation in the digital age, delegates proposed that Vietnam needs to continue perfecting institutions for science and technology development; promoting innovation and digital economy; promoting technology transfer, and strengthening links between domestic enterprises and FDI enterprises.

Delegates also proposed solutions for developing infrastructure, human resources and implementing green energy conversion for sustainable growth; promoting cooperation to develop circular economy, carbon market and sustainable green innovation; developing green finance and digital transformation in the banking sector; capital market promoting sustainable growth; stable tax environment, incentives for the business community...

Vietnam's economy is resilient to external shocks.

Speaking at the Forum, Prime Minister Pham Minh Chinh highly appreciated the theme of the Forum; as well as the opinions, statements, and discussions that were passionate, profound, frank, objective, constructive, and positive, reflecting the aspirations of the delegates. The Prime Minister emphasized the spirit of "unity gives us strength, cooperation gives us benefits, dialogue strengthens trust", "listening and understanding together; sharing vision and aspirations; working together, winning together, developing together", "harmonizing benefits, sharing risks".

Sharing about the socio-economic situation, investment and business environment of Vietnam, the Prime Minister said that after 80 years of national independence, as a developing country with a transitioning economy, under the leadership of the Party, the management of the State, the participation of the business community, the support of the people, and the help of international friends, Vietnam's socio-economic situation is still developing positively, achieving many important achievements in all fields.

In particular, Vietnam has strongly overcome many difficulties and challenges such as the Covid-19 pandemic, natural disasters, storms and floods, non-traditional challenges... to maintain macroeconomic stability; well control inflation, budget deficit, public debt, government debt; ensure major balances. Vietnam's economy has affirmed its ability to withstand external shocks, maintaining a growth rate among the highest in the world.

GDP in 2025 is expected to increase by over 8%; the average increase in the period 2021-2025 is 6.3%. Social security is guaranteed, people's lives are improved, Vietnam's Happiness Index increased 37 places to 46th in 2025; politics and society are stable, social security is guaranteed, with about 1.1 trillion spent on social security; national defense and security are strengthened; foreign affairs and international integration are promoted. Vietnam has established comprehensive partnerships, strategic partnerships, and comprehensive strategic partnerships with 38 countries, including 5/5 permanent members of the United Nations Security Council, 17 members of the G20; signed 17 free trade agreements with the world's leading economies.

Sharing about the determination to reform and improve the investment and business environment, the Prime Minister said that Vietnam has drastically and effectively implemented the arrangement and streamlining of the apparatus and organization of two-level local governments in association with promoting decentralization and delegation of power; shifting the state from administrative management to serving the people and creating development. In particular, strongly implementing the Politburo's key resolutions, including the Resolution on breakthroughs in science and technology development, innovation and national digital transformation; Resolution on international integration in the new situation; Resolution on breakthroughs in institution building and law enforcement; Resolution on private economic development...

Vietnam has promoted administrative procedure reform, reducing and simplifying nearly 4,300 business regulations, administrative procedures and citizen documents; the business investment environment has been constantly improved. Vietnam's Global Innovation Index in 2025 ranked 44/139 countries and territories. Vietnam's E-Government Development Index in 2024 ranked 71/193, up 15 places compared to 2020. Vietnam is a bright spot in attracting FDI, with total FDI capital in the 2021-2025 period estimated at 185 billion USD, up nearly 9% compared to the 2016-2020 period and among the 15 developing countries attracting the largest FDI in the world.

Affirming that Vietnam's outstanding economic achievements have important contributions from private enterprises, including FDI enterprises, the Prime Minister warmly welcomed, highly appreciated and thanked the important and active contributions of the business community, domestic and foreign investors, and development partners over the past time.

Pointing out some shortcomings and limitations of enterprises, the Prime Minister said: Investment quality, technology level and technology transfer in some projects are still limited; the localization rate is still low; the connection between domestic enterprises and FDI is not really tight and effective. The number and scale of investment projects in high technology, green, clean, environmentally friendly are still modest; there is still a situation where some localities have not met the demand for high-quality human resources for large-scale, high-tech FDI projects.

Creative state , pioneering enterprises

Informing the Forum about the orientation, goals, tasks, and solutions for Vietnam's socio-economic development in the coming time, with reaching out to the ocean, flying high into space, and going deep into the earth to realize the two 100-year strategic goals, the Prime Minister said that promoting the development of green economy and digital economy is a requirement, a mandatory requirement, in line with the development trend; digital economic development must be associated with green economy, circular economy, knowledge economy, sharing economy; contributing to building an independent, autonomous economy associated with deep, substantial, and effective international integration. Therefore, green, fast but sustainable development is implemented and strongly committed by Vietnam; hoping that international friends will support, assist, and cooperate with Vietnam in terms of capital, technology, governance, market, etc.

Vietnam focuses on maintaining political stability, ensuring social order and safety; promoting three strategic breakthroughs in institutions and infrastructure including hard infrastructure, soft infrastructure, developing high-quality human resources, with open institutions, smooth infrastructure, and smart governance; restructuring the economy associated with growth model innovation; stabilizing the macro-economy, promoting growth, ensuring major balances of the economy; connecting the Vietnamese economy with countries around the world, between Vietnamese enterprises and FDI enterprises, between Vietnamese enterprises and enterprises around the world.

Along with that, promoting public-private cooperation, encouraging the participation of all subjects in society; accelerating administrative procedure reform, improving the investment and business environment; developing green economy and digital economy must be implemented through the governance and macro-regulation role of the State and concretized through the awareness and actions of each citizen, social organization and business community; developing synchronous and modern green infrastructure, digital infrastructure, especially logistics infrastructure, smart cities, data centers, 5G networks and cloud computing.

On the part of the business community and investors, with the motto "State creates, enterprises pioneer, public and private sectors go hand in hand, the country is rich and strong, the people are happy, and entrepreneurs benefit", the Prime Minister requested that businesses promote their pioneering and leading role in implementing green transformation goals; connect and support each other in the development process; develop sustainably according to ESG (Environment - Society) criteria; further raise awareness, role and social responsibility for environmental issues and green growth, especially actively participating in contributing opinions in the process of building, perfecting and enforcing laws on the environment, green economy and sustainable development.

Enterprises need to change and adapt to the dual transformation of both digital and green transformation, implementing digital transformation in production and business, boldly investing in new machinery, equipment and technology to reduce energy consumption; comply with commitments on sustainable development and green growth, focusing on environmental and social indicators in each product.

Believing that no country or economy still maintains the old mindset, relying only on traditional growth drivers to develop quickly and sustainably, the Prime Minister pointed out that transformation, searching for and creating new growth drivers is an objective and inevitable trend in today's world.

The Prime Minister said that with the motto "Discipline, responsibility; proactive, timely; accelerated, creative; effective, sustainable", the Government will focus on directing ministries, branches and localities to act urgently, make efforts and be determined to overcome all difficulties and challenges, maintain the spirit of overcoming difficulties, solidarity, self-reliance, proactive adaptation, flexibility, drastic, scientific and effective actions, actively innovate and create to successfully implement the goals and tasks set by the Party and the National Assembly in 2025, creating a foundation to complete the 5-year socio-economic development plan for the 2021-2025 period and the 10-year socio-economic development strategy for the 2021-2030 period.

Responding to proposals and recommendations from businesses and stating that the Government is making efforts to resolve backlog projects that have lasted for many years, in the spirit of "harmonious benefits and shared risks", the Prime Minister believes that with the spirit of cooperation, responsibility and long-term vision, the business community will continue to accompany Vietnam, together creating a green, competitive and sustainable economy, for the common prosperity of the region and the world; contributing to Vietnam's steady progress into a new era, an era of peace, prosperity, civilization, happiness, and steady progress towards socialism.
