Party committees and organizations have mechanisms for regular, public, and transparent monitoring, evaluation, and screening, ensuring close coordination and unity among localities, agencies, and units in detecting, recommending, developing, and implementing policies for cadres.

In conclusion, every year, the State budget allocates about 10% of the total salary fund of the year (excluding allowances) to implement policies to attract and employ talented people; ministries, branches and localities can also mobilize additional non-budgetary resources to attract and employ talented people.

In addition, Party committees and organizations at all levels must strengthen inspection, supervision, prevention and combat of negativity and abuse of power in attracting and developing high-quality human resources. In particular, strictly handle the abuse of special mechanisms to arrange and assign cadres to the wrong subjects.

Special mechanism for rewarding talented people

In conclusion, individuals who are Vietnamese citizens and meet the criteria will be considered for special recruitment, placement, use, and treatment. Specifically, in recruitment, there will be special recruitment without examination for civil servants and public employees for individuals who are young scientists under 47 years old with the academic titles of associate professor, professor; experts, leading scientists...

In addition, admission will be conducted for students who graduated with excellent degrees from domestic and international universities and who have won high prizes in prestigious national or international competitions; priority will be given to strategic, key, and important sectors and fields of the country and locality.

In the mechanism of use, those who are attracted to become civil servants and public employees under the attraction scheme are given priority by the competent authority to plan leadership and management positions. At the same time, these subjects are given priority to be sent for political theory training, training, fostering, learning experience, research, and exchange domestically or abroad and are considered for rotation to work for a limited period at domestic and international organizations.

For scientists, maximum resources will be provided to carry out assigned programs and tasks.

For students, if they successfully complete their tasks for 2 consecutive years, they will be considered and assigned to practice as leaders or managers at the department or division level at the agency, unit or locality where they work without having to meet requirements on working time, planning or political theory.

Young scientists can be considered for appointment to appropriate leadership and management positions or assigned to job positions requiring ranks or grades, even in cases where they do not fully meet the prescribed standards and conditions.

Officials, civil servants, and public employees with exceptionally excellent and outstanding work achievements, specific products that bring high efficiency, and important contributions to the development of the industry, field, locality, and country are given priority in planning for leadership and management positions without necessarily ensuring conditions regarding age, subject, political theory level, etc.

According to the Politburo, the existence of these special mechanisms is based on the review of the Central Organizing Committee's report on the Project "Regulating a number of special mechanisms in recruiting, arranging, using, and treating cadres".
