Comments on the documents of the 14th Party Congress: Talents need to be recognized more broadly

Summarizing the Conference on comments on the draft documents to be submitted to the 14th National Congress of the Party, First Secretary of the Central Youth Union Bui Quang Huy said that talent needs to be recognized more broadly, not just limited to the academic world.

On the morning of October 22 in Hanoi , the Central Youth Union Secretariat held a conference for key officials of the Youth Union, Associations, Pioneers and outstanding youth to contribute ideas to the draft documents to be submitted to the 14th National Congress of the Party.

The conference was chaired by Mr. Bui Quang Huy, alternate member of the Party Central Committee, Vice Chairman of the Vietnam Fatherland Front Central Committee, First Secretary of the Central Youth Union; Ms. Nguyen Pham Duy Trang, Secretary of the Central Youth Union, Chairman of the Central Council of Young Pioneers.

In his closing speech, Mr. Bui Quang Huy said that the conference was organized in a combination of in-person and online formats, with 4,088 connecting points, attracting more than 80,000 delegates from many sectors: young intellectuals, businessmen, artists, and youth at home and abroad. The discussions at the conference focused on 6 major groups of issues, demonstrating the vision, intelligence and aspirations of the youth to contribute in the new period.

Development based on knowledge, talent and core technology

Mr. Bui Quang Huy said that many opinions suggested that the 14th Congress Document should clarify the viewpoint of national development based on knowledge, talent and core technology, emphasizing the role of the young generation in the process of industrialization, modernization and international integration. Youth are identified as creative subjects, leading forces in innovation, digital transformation and knowledge-based economic development.

In addition, delegates also proposed shifting the growth model from breadth to depth, focusing on green development, circular economy, ensuring harmony between economy, society and environment; promoting youth in the fields of green energy conversion, biodiversity conservation, and ecological agricultural development.

"Many opinions agree that to achieve the goal of rapid and sustainable development, science, technology, innovation, creativity and digital transformation are key factors. And it is also recommended that the 14th Congress document clearly state the policy of developing key areas such as artificial intelligence, big data, biotechnology, semiconductor energy, etc.

"It is especially necessary to consider youth and young intellectuals as the vanguard force in those fields and give them opportunities to create, research, test and deploy new technological products to serve socio-economic development," said Mr. Huy.

Encouraging young people to "dare to think, dare to do, dare to take responsibility"

Mr. Huy said that many opinions suggested adding content on the national strategy to discover, nurture and promote talents, considering this as an interdisciplinary, continuous and long-term program. Talents need to be viewed more broadly, not only within the limits but in all areas of social life, from scientific research to administration, production, art, startups, culture, etc.

"In addition to discovering and nurturing talents, we also need a special, transparent, internationally competitive remuneration system that encourages them to dare to think, dare to do, dare to take responsibility; create a creative, open environment, and protect those who dare to innovate," said Mr. Huy.

The second issue that Mr. Huy clearly stated is comprehensive human development, building global citizens with Vietnamese identity. Many opinions suggest fundamental and comprehensive reform of education, shifting from "education for exams" to "education for creativity, for work, for living, for being human".

Education needs to aim at developing capacity, qualities, social responsibility, nurturing aspirations, critical thinking, self-study and creativity; building an open, flexible education system, lifelong learning, strongly applying technology, narrowing regional gaps and caring for learners in difficult circumstances and ethnic minorities.

The Party needs to discover and promote talented young people.

Mr. Bui Quang Huy said that many opinions believe that it is necessary to improve political education, ethics, lifestyle, and ensure democracy associated with discipline and responsibility. "Opinions unanimously assess that youth are the vanguard force in the cause of building and defending the Fatherland, and are the resource that determines the quality of future human resources. The Ho Chi Minh Communist Youth Union needs to promote its role in connecting, leading, and organizing revolutionary action movements, creating an environment for youth to practice their mettle, aspirations, and pioneering spirit," Mr. Huy said.

The in-person and online conference attracted more than 80,000 delegates.

The last group of issues compiled by Mr. Bui Quang Huy are ideas that contribute to building the Party and the political system. Delegates suggested improving the leadership capacity and fighting strength of grassroots Party organizations, innovating personnel work, and discovering and promoting talented young people.

At the same time, delegates also suggested that the document should clarify the Party's governing capacity in the digital transformation era, emphasize power control, fight against corruption and negativity, strengthen people's trust, and promote the supervisory role of the Fatherland Front and socio-political organizations.

Mr. Huy said that the opinions at the conference were all enthusiastic, elaborate and responsible. The organizing committee will compile them fully to send to the competent authorities.
