TOWARDS THE 14TH NATIONAL CONGRESS OF THE PARTY Breakthrough thinking about culture and people (Part 2)

During his lifetime, President Ho Chi Minh taught: "Culture lights the way for the nation". According to his point of view, culture plays a leading role, showing the way for all people on the path of national development, becoming an important spiritual foundation and endogenous strength. In other words, culture plays an enlightening role, leading the revolutionary cause and building the country, and at the same time is a compass to orient the development of Vietnamese society and people. Based on this point of view, in the Draft Political Report presented to the 14th National Congress of the Party, it is affirmed: "Building and developing an advanced Vietnamese culture, imbued with national identity, synchronous on the foundation of the system of national values, the system of cultural values, the system of family values ​​and the standards of Vietnamese people".

LESSON 2: BUILDING A COMPREHENSIVE VIETNAMESE PEOPLE

In the Draft Political Report submitted to the 14th National Party Congress, the Party's viewpoints, assessments and requirements on the strong and comprehensive development of Vietnamese culture and people have taken a step forward compared to previous congresses. It clearly defines the content of the value systems and standards, including: the national value system, the cultural value system, the family value system and the standards of Vietnamese people. This is a new development step and concretizes the requirements for research and development of value systems and standards set out at the 13th National Party Congress.

Affirming the role of culture and people

The above-mentioned thesis in the Draft Document submitted to the 14th National Party Congress vividly demonstrates the Party's new awareness of the role of culture and people in building, developing the country and protecting the socialist Vietnamese Fatherland. The basis for our Party to identify culture and people as the foundation, resource, endogenous strength, great driving force, and regulatory system for sustainable social development is because of the position and role of culture in shaping thinking, behavior, and core values ​​of human development. Furthermore, culture crystallizes the strength of the nation, is a system of values, social norms, and is a place to preserve knowledge, experience, and traditional values ​​through many generations. These values ​​shape the way people think, act, interact, and solve problems. Culture is also an endogenous resource of development, a driving force for development from within.

The historical reality of mankind as well as the Vietnamese people has proven that culture plays a fundamental role in the development of nations and peoples. Culture becomes a strong spiritual resource, helping the community overcome all difficulties and challenges, building community and social solidarity. Culture is the driving force and direct resource for economic growth, a soft power that plays a role in opening up the possibilities of exchange, connection, promoting economic development and international integration. Culture is a system that regulates social relationships. Culture guides sustainable development. And today no one can deny that culture is the soft power of each country.

After nearly 40 years of implementing the renovation policy initiated and led by the Party, it has been shown that culture arouses patriotism, self-reliance, self-improvement and the aspiration to rise up of the Vietnamese people. Therefore, preserving and promoting the national cultural identity is extremely important to affirm identity, fight against cultural invasion, and at the same time create differences and competitive advantages for the country. From the above practices, the Draft Action Program of the Party Central Committee to implement the Resolution of the 14th National Congress of the Party has clearly oriented the building and development of Vietnamese culture on the foundation of the national value system, cultural value system, family value system and Vietnamese human standards. Accordingly, the national value system is defined to include the values: peace, unity, independence, democracy, prosperity, civilization, and happiness. The cultural value system is defined to include the values: nation, democracy, humanity, science. The system of human standards is defined to include the following values: patriotism, solidarity, self-reliance, loyalty, honesty, responsibility, discipline, and creativity. The system of family values ​​is defined to include the following values: progress, civilization, prosperity, and happiness.

Strategic breakthrough

A new point that is different from previous congresses is that in the documents submitted to the 14th Party Congress, there is a draft action program to implement the congress resolution. It requires that building a comprehensive Vietnamese person is considered a strategic breakthrough. Accordingly, building a comprehensive person is first of all improving intelligence, morality, physical strength and skills. To carry out this particularly important task, the draft action program has affirmed that the education system must continue to fundamentally innovate, from the way of teaching letters to the way of teaching people, nurturing creativity and awareness of global citizenship. Along with education, it is necessary to focus on a healthy cultural environment, that is, forming a safe cyberspace rich in human values ​​that will be the "second school" of the young generation. Therefore, developing digital culture, building a code of conduct in cyberspace and supporting active content creation platforms are requirements that cannot be delayed. Another breakthrough in the action program has linked human development with the development of cultural industries and creative economy.

Regarding the construction of a cultural environment, the draft action program clearly states that, first of all, it is necessary to build a cultural life and lifestyle in families, schools, agencies, units and communities. Specifically, it is necessary to develop cultural fields synchronously; build a cultural environment, life and lifestyle in families, schools, agencies, units and communities. At the same time, it is necessary to build and develop literature and art worthy of the national cultural history and the stature of the renovation process. Build institutions and organize cultural activities in a practical and flexible manner, focusing on the grassroots and people. Build a professional, humane and modern press, publishing and media industry and strengthen management and development of various types of media and information on digital platforms.

The next breakthrough in the draft action program is to propose the requirement to improve cultural life, narrow the gap in cultural enjoyment between regions, areas, and between people. And the first solution is to promote digital transformation, build and manage a good cultural environment; develop and effectively manage the market for digital cultural products and services. More importantly, it is to focus on comprehensively developing Vietnamese people in terms of ethics, intelligence, national consciousness, civic responsibility, creativity, aesthetics, physical strength, life skills, and professional skills. Building a healthy and civilized cultural environment is associated with building and perfecting the new socialist Vietnamese person.

The draft action program focuses on strongly arousing the spirit of patriotism, self-reliance, self-confidence, self-reliance, national pride, and the aspiration to build a prosperous, civilized, and happy country. In particular, it focuses on building family, school, and social culture to protect and preserve good customs, the spirit of mutual love, solidarity, loyalty, and morality, combining tradition and modernity. Develop and spread cultural values ​​and ethical standards; strengthen the "resistance" of culture, fight against all cultural "invasion"; resolutely fight and refute arguments that distort history, culture, and revolutionary traditions.
