Clear the road, bring relief goods to the people

After the floods caused heavy damage in Da Nang, thousands of officers, soldiers and local forces are urgently helping people overcome the consequences and open roads to isolated areas. In the highland communes, due to complex weather, many places still have landslides, food shortages, traffic disruptions, the authorities have to carry bags of rice and boxes of noodles over dozens of kilometers to reach the people.

Clean up the mud

The flood receded, leaving a thick layer of mud everywhere, from houses to the streets. Trash was still hanging on the roofs and on the electric wires. The walls were still imprinted with the water marks from the flood that reached above one’s head.

On the morning of November 4, at Bo Ban communal house, the Medical Station and Hoa Phu Kindergarten (Hoa Vang commune, Da Nang city), more than 500 officers and soldiers were present early with the people to wash mud, shovel soil, and collect trash. High-pressure pumps were mobilized to clean houses and schools. Mr. Le Phu Nguyen, Chairman of Hoa Vang commune People's Committee, said: "We focus on cleaning the schools first so that students can return to class soon."

On An Bang beach (Hoi An Tay ward), more than 100 officers and soldiers of Regiment 971 (Da Nang City Military Command) are busy reinforcing the severely eroded coastline. Each sandbag is packed tightly and lined up to block the eroding waves and protect the residential area.

Colonel Tran Huu Ich, Commander of the Da Nang City Military Command, said that military forces are coordinating to overcome two serious landslides in the Cua Dai bridge dam area (Duy Nghia commune) and An Bang beach.

On November 4, the authorities of La Dee commune (Da Nang city) issued an urgent notice requesting forces to be on duty 24/7, ready to evacuate people from areas at risk of landslides on the hill of Dac Rich village. Before that, people discovered a large crack stretching over 100m, causing land subsidence with a depth of over 1m. Right at the foot of the hill is a residential area with nearly 20 households living.

Carrying food to each household

In Hung Son commune, a border area of Da Nang city, roads from the national highway to the commune road were all eroded and isolated. On the morning of November 4, the army, police and militia had to travel dozens of kilometers, overcoming many landslides to bring patients and pregnant women to the upper level. Mr. Zo Ram Buon, Chairman of Hung Son commune People's Committee, said: "We have transferred 4 patients, including a pregnant woman, to Tay Giang Regional Medical Center. Although the rain has stopped, the road is still cut off, commune officials have helped people harvest rice and carry food to each household."

On November 4, Mr. Hoang Viet Trung, Director of the Hue Monuments Conservation Center, said that prolonged rain and floods caused a section of the northern wall of the Hue Imperial Citadel, about 15 meters long and 4 meters high, to collapse. This section of wall is located parallel to Dang Thai Than Street (Phu Xuan Ward, Hue City). Currently, the Hue Monuments Conservation Center has deployed barriers, covers, and placed warning signs, while coordinating with the Department of Construction to conduct a survey and make a preliminary assessment to fix the problem.

VAN THANG

In the border commune of A Vuong, the Ho Chi Minh Highway section Km420+500 was severely eroded, forcing people in two villages, A Tep and Dang, to walk more than 10km to buy necessities. Mr. Mac Nhu Phuong, Secretary of the Commune Party Committee, proposed that the city government support the early reopening of the route because many sections of the road are still blocked and supplies are scarce. Currently, A Vuong commune has 8 villages in high-risk landslide areas and 8 villages at risk of flooding. The government has mobilized 3 businesses with more than 15 vehicles to repair key traffic routes and maintain forces on standby to support people. However, food resources are still scarce. The commune requested the city to support 54 tons of rice and supplement fuel and satellite phones for each village to serve command and rescue when necessary.

On the same day, the authorities of Vung Ang ward (Ha Tinh province) mobilized functional forces and machinery, in coordination with Lao-Viet International Port Joint Stock Company to overcome, clear, and basically clear nearly 5,000m3 of landslides, rocks, and trees from Da Bon mountain that buried National Highway 12C, ensuring safe access to Vung Ang port area. The landslides that caused congestion on the coastal road through Cam Trung and Ky Xuan communes and Hai Ninh ward (Ha Tinh province) have also been cleared again.
