
In Kim Phu commune, Quang Tri province, heavy rains in recent days have flooded the roads leading to On, Yen Hop and Mo O O O villages (Kim Phu commune) for nearly a week, isolating nearly 240 households with nearly 900 Ruc ethnic people here. The only means of access to the villages is by boat or canoe. The local government has paid special attention to proactively providing food for people in isolated areas.
Mr. Hoang Tu Quoc Hung, Chairman of the People's Committee of Kim Phu Commune (Quang Tri) said that the local government has deployed solutions to cope with the situation of long-term isolation due to floods, absolutely not letting people lack food, food, and essential necessities. People in these villages are often isolated, so traveling is very difficult, having to travel by boat. Teachers outside the commune center who want to go to the Ruc villages to teach also have to go by boat. Kim Phu Commune has sent forces to stand guard at flooded areas, equipped with life jackets and boats to support teachers in entering the villages, and support people from the villages to the commune center when situations arise such as people getting sick, having accidents, or pregnant women needing to go to the hospital.
According to Mr. Hoang Tu Quoc Hung, this year, On, Yen Hop and Mo O O O villages have been cut off and isolated 4 times, each for a period of 1 to 2 weeks. The local authorities have proactively and regularly checked households at risk of landslides to evacuate people to the village cultural houses. To ensure food, before the flood, the commune had provided 2-3 tons of rice to the Border Guard Station, ready to ensure food for people in case of long-term isolation.
Heavy rains and floods in recent days have isolated many low-lying areas in the North of Quang Tri province for a long time. By November 5, 200 households in Vinh Quang village (Le Ninh commune, Quang Tri) had been cut off and isolated for nearly a week. Prolonged flooding has made life difficult for the people.
Mr. Duong Van Xuan, in Vinh Quang village (Le Ninh commune, Quang Tri province), said, "I have lived in this area for a long time and am used to floods, so I usually prepare things to raise my property. When the flood comes, my wife and I raise things to cope. In the coming time, the weather will continue to be complicated, so people will still proactively prepare response plans and keep in regular contact with the authorities to receive support when necessary."
Traffic was blocked, people and vehicles could not enter or exit the village by road, only accessible by boat or canoe. Daily life, buying and selling necessities and providing emergency aid to the people encountered many difficulties. Faced with this situation, the Le Ninh commune government mobilized forces to be on standby, providing food, medicine, and drinking water to people in the isolated area.
Mr. Nguyen Huu Han, Chairman of the People's Committee of Le Ninh Commune (Quang Tri) said that the local government and the police and military forces are proactively on standby to support people in any situation. The commune has directed people in isolated areas to specifically monitor the flood situation to evacuate people to safe interspersed areas as well as concentrated evacuation. As an area that is often isolated, the commune has also directed people in Vinh Quang village to always proactively purchase equipment and necessities to be proactive for at least 5-7 days.
On November 4, to proactively respond to the flood situation, Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam issued an urgent dispatch directing localities in low-lying areas that are still deeply flooded such as Ninh Chau, Cam Hong, Le Thuy, Nam Hai Lang communes... to proactively deploy measures to drain floods, clear water flows, handle stagnant points, ensure water drains quickly, limit the outbreak of diseases and environmental pollution.
At the same time, localities need to review response plans in the event of flooding, proactively arrange forces, vehicles, and materials to be ready to support people in evacuation, rescue, and respond to storm No. 13 when complicated situations occur; continue to organize guarding, put up warning signs, and set up barriers at flooded and vulnerable areas; strictly prohibit people and vehicles from passing through when safety is not yet guaranteed. Strictly prohibit people from going into the forest, fishing, collecting firewood and wood on rivers, streams/lakes and lagoons when there are floods; in particular, absolutely prohibit people and vehicles from crossing flooded areas with fast-flowing water, and moving on waterways without safety equipment (life buoys, floating materials).
