An unprecedented revolution in the energy industry
Attending the meeting were representatives of departments, institutes, and functional units under the Ministry of Industry and Trade ; representatives of corporations and general companies.
Speaking at the meeting, Deputy Minister of Industry and Trade Nguyen Hoang Long emphasized that on August 20, the Politburo issued Resolution No. 70 on ensuring national energy security in the new situation. This is one of seven key resolutions issued in recent times.
The Deputy Minister said that the Ministry of Industry and Trade is the core unit, closely coordinating with the Central Policy and Strategy Committee in the process of drafting Resolution 70. During the past 4 months, the collective of officials of the Industry and Trade sector has worked urgently, day and night, to complete the dossier to submit to the Politburo for consideration.

Immediately after the resolution was issued, the Ministry of Industry and Trade organized its implementation. The Department of Oil, Gas and Coal was assigned to take the lead and coordinate with relevant agencies, units and corporations to develop the Government's Action Program to implement Resolution 70 issued by the Government in Resolution No. 328/NQ-CP dated October 13, 2025 and the Ministry of Industry and Trade's Action Plan to implement the Government's Resolution and Resolution 70. The Government's Action Program and the Ministry of Industry and Trade's Action Plan were issued, clearly assigning responsibilities to each ministry, branch, locality, relevant agency and unit.
The Deputy Minister emphasized that the implementation of Resolution 70 is not only the task of the Ministry of Industry and Trade but also the common responsibility of the entire political system, periodically monitored by the Party Central Committee. The implementation results are also an indicator to evaluate the level of task completion of collectives and individuals in the industry.
The Deputy Minister said that Resolution 70 is not only directional but also detailed, assigning tasks to each department and each field. From there, the Ministry of Industry and Trade will concretize it into short-term, medium-term and long-term action plans and programs.
Key tasks include: Building a competitive wholesale and retail electricity market, eliminating cross-subsidy mechanisms in retail electricity prices, promoting research and development of nuclear power, including small module nuclear power models to encourage the private economic sector to participate in investment...

The Deputy Minister affirmed: “In the light of Resolution 70, the amendment of the Electricity Law will usher in an unprecedented revolution in the energy sector. This is the time for the electricity sector and related sectors to make a breakthrough, strongly restructure, and move towards a transparent, competitive, and sustainable market.”
Along with perfecting the legal system, the Ministry of Industry and Trade is directing units to prepare to develop Decrees and Circulars guiding implementation, ensuring consistency, synchronization and feasibility throughout the national energy sector system.
At the meeting, representatives of the departments, offices, and functional units of the Ministry as well as the Corporations and General Companies reported specifically on the implementation of Resolution 70 in their units; made recommendations and proposals for the quick and effective implementation of the Resolution in the coming time.
Carry out tasks on schedule
After listening to the report of the Department of Petroleum and Coal and the opinions of the delegates attending the meeting, Deputy Minister Nguyen Hoang Long commended, acknowledged and highly appreciated the participation of the units in the Ministry, the Corporations, especially the Department of Petroleum and Coal, which has been proactive and active in advising on the development of the Government's Action Program (Resolution No. 328/NQ-CP dated October 13, 2025) to implement Resolution No. 70-NQ/TW of the Politburo and the Action Plan of the Ministry of Industry and Trade (Decision No. 3035/QD-BCT dated October 17, 2025).
To quickly and effectively implement Resolution No. 70-NQ/TW, Resolution No. 328/NQ-CP and Decision No. 3035/QD-BCT, the Ministry of Industry and Trade requests the Groups: ENV, PVN, TKV, PLX to urgently develop specific action plans and programs to implement Resolution No. 70-NQ/TW, Resolution No. 328/NQ-CP and Decision No. 3035/QD-BCT for promulgation in November 2025.
Actively coordinate closely with units under the Ministry in the process of proposing, building and perfecting mechanisms and policies to perfect the legal system to facilitate national energy development in the spirit of the Resolutions; provide timely and accurate information on the implementation of assigned tasks in Resolution No. 70-NQ/TW, Resolution No. 328/NQ-CP and Decision No. 3035/QD-BCT.
Request units in the Ministry to base on the contents in Appendix 2 attached to Decision No. 3035/QD-BCT and assigned functions and tasks to proactively develop specific plans to implement assigned tasks to ensure quality and on schedule and within required deadlines.
Proactively advise and propose specific solutions and measures for management in the assigned areas, promptly report to the Ministry's leaders for consideration, submit to the Government and Prime Minister on issues beyond their authority and be responsible to the Ministry's leaders for the results of implementing the assigned tasks of the assigned unit.
Regularly monitor, check, supervise the progress and results of assigned tasks; periodically every 3 months or suddenly as required, report on the assessment (especially for uncompleted tasks, it is necessary to clearly analyze the causes, difficulties, problems and solutions to propose solutions) on the implementation of assigned tasks to the Department of Planning and Investment for synthesis and reporting to the Ministry's leaders for consideration and direction.

Responsible for closely and effectively coordinating with relevant ministries, branches, agencies and units in advising and proposing specific solutions and measures to manage assigned branches and fields; promptly reporting to the Ministry's leaders on issues arising during the implementation process.
Proactively implement the contents and tasks assigned by the Government. The Ministry of Industry and Trade coordinates with relevant ministries, branches, localities and agencies in Resolution No. 328/NQ-CP according to assigned functions and tasks.
Directing enterprises in assigned industries and fields to proactively develop their own Program/Action Plan to implement the Action Plan of the Ministry of Industry and Trade to implement Resolution No. 328/NQ-CP to realize the goals set out in Resolution No. 70-NQ/TW, contributing to ensuring national energy security.
