According to the report of the Department of Finance, the total public investment capital plan for 2025 is 20.7 trillion VND, of which the central government allocated 12.3 trillion VND. As of October 31, the disbursement rate of the capital plan only reached 5.6 trillion VND, reaching 27.05% compared to the local implementation plan and reaching 45.4% compared to the plan assigned by the Prime Minister . Currently, there are 14 units with a disbursement rate of over 50% of the capital plan; 20 units with a disbursement rate of under 50% of the capital plan. At the commune level, there are 44 communes and wards with a disbursement rate of over 50% of the capital plan, 76 units with a disbursement rate of under 50% of the capital plan.

Leaders of the Department of Ethnic Minorities and Religions proposed solutions to remove difficulties in disbursing capital for national target programs.

At the meeting, delegates focused on discussing and frankly clarifying the difficulties related to the rearrangement of administrative units; some communes do not have officials in charge of public investment and lack officials with sufficient capacity and certificates to carry out the work; compensation and site clearance work in some projects is facing difficulties, related to land classification to determine land prices; lack of construction materials. Delegates also recommended and proposed solutions to overcome difficulties, focusing on prioritizing personnel improvement; speeding up the appraisal and approval process of site clearance compensation, supplementing the supply of materials to speed up construction progress and disbursement of public investment capital.

The leaders of the Department of Construction reported on the progress of disbursement of investment capital of the Department and answered some difficulties in disbursing public investment capital.

Concluding the meeting, comrade Nguyen Manh Tuan frankly pointed out: Up to this point, the progress of disbursement of public investment capital has been low. In addition to objective reasons, subjective reasons are still the main cause when sectors and localities are too perfectionist, lack creativity and the fear of mistakes, fear of responsibility, and lack of decisiveness still weigh heavily on the implementation organization.

The Standing Vice Chairman of the Provincial People's Committee emphasized: In the spirit of being strong, determined, and not backing down in disbursing public investment capital. This is not only an important political task but also a driving force for economic growth and social security. He requested: We must focus on arranging priorities for implementation, especially long-term capital. For projects using long-term capital, we must focus on implementing all solutions to speed up the disbursement progress. The province will consider the responsibility of groups and individuals who slow down the disbursement of capital. Regarding capital allocated from the beginning of the year and capital allocated during the year, we must also be determined, all must be implemented synchronously.

Departments, branches and localities must strictly implement the regulations and instructions of the Central Government and the province in speeding up the capital disbursement progress; the implementation process must be closely coordinated to disburse capital quickly and effectively. Time is running out, the Standing Vice Chairman of the Provincial People's Committee directed that departments and localities must urgently receive and hand over the projects, run and queue at the same time, must be flexible and creative, especially with urgent projects.

For projects that are about to be invested and started, investors must urgently complete procedures to make advance payments in accordance with regulations, in order to disburse investment capital. For projects under construction, he requested investors to urge contractors to take advantage of the favorable weather, concentrate machinery and human resources to speed up construction progress, ensuring capital disbursement according to plan; for completed projects, urgently complete procedures, acceptance, and disbursement; newly merged departments must urgently complete legal procedures to transfer data and figures to ensure accurate updates; communes and wards must proactively perform their tasks in accordance with their delegated authority.

The Standing Vice Chairman of the Provincial People's Committee assigned units to closely coordinate with localities to thoroughly resolve problems in site clearance; advance capital, prioritize opening codes, opening accounts, creating the best conditions for capital disbursement; units with low disbursement rates must commit to specific completion times for each project, review the responsibility of the head for disbursement results, transfer capital, etc. At the same time, require investors to complete documents to promptly adjust medium-term and long-term capital plans and return capital that is no longer needed, avoiding affecting the progress of disbursement of public investment capital of the province.
