According to Mr. Le Thanh Dien, Deputy Director of the Provincial Land Fund Development Center, implementing the direction of the Provincial People's Committee, the center has completed the draft decision to promulgate regulations on procedures for short-term land lease for land funds assigned for management and exploitation according to comments from departments and branches. However, up to now, the Provincial People's Committee has not given any direction for implementation, causing many land plots that are public assets to remain unexploited, causing a waste of resources.
According to Mr. Le Thanh Dien, the center's current revenue mainly comes from compensation, support, resettlement, land use rights auctions and short-term land leases. The delay in issuing the above regulations has affected regular operations, especially salary payments and apparatus maintenance.
To overcome the above situation, the Provincial Land Fund Development Center recommends that the Provincial People's Committee promptly consider and issue regulations on short-term land lease, creating a legal basis for units to effectively exploit and manage land funds, increase budget revenue and avoid wasting land resources.
In addition, the center also reported that it had chaired and worked with relevant agencies to agree on the unit price for collecting and paying land use fees for a number of companies and enterprises whose land had been recovered by the state but had not yet relocated or handed over the land (mainly enterprises using land in Bien Hoa 1 Industrial Park). The center recommended that the Provincial People's Committee chair a meeting with departments, branches and localities to agree on a plan for collecting and paying fees, similar to short-term land lease.
At the meeting, representatives of departments and branches exchanged opinions on land lease terms, unit prices, purposes of use and binding terms to ensure land exploitation is in accordance with regulations, effective and transparent.

Concluding the working session, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang acknowledged the efforts of the Provincial Land Fund Development Center, and assigned the unit to review and complete regulations on short-term land lease, ensuring strict management, promoting the value of unused public land funds, contributing to increasing budget revenue and serving the socio -economic development of the province. In particular, it noted to add regulations on making a list of short-term land leases to send to the localities where the land is located and relevant departments and branches for comments before approving the rental price, and at the same time, stipulate some additional responsibilities of the Provincial Land Fund Development Center in the process of organizing short-term land leases.
Currently, there are many plots of land in the province that can be leased short-term. If exploited temporarily, these plots of land will bring in significant revenue while waiting for long-term investment projects to be implemented, limiting environmental pollution and encroachment.
