Accelerating the completion of land database

The 90-day campaign to clean, enrich, and ensure accurate and complete land data has reached two-thirds of its target. Currently, along with other localities in the province, Tam Duong Bac commune has mobilized the entire political system to accelerate the collection and processing of data with urgency and high determination, aiming to standardize, update, and synchronize the land database, ensuring it is "accurate, complete, clean, and viable".

Members of the Steering Committee's support team went directly to each household to disseminate information and receive copies of land-related documents from the people.

For several days now, at 38 village cultural centers in Tam Duong Bac commune, working groups assisting the Steering Committee for the campaign to enrich and clean up the commune's land database (referred to as the Commune Steering Committee) have assigned people to be on duty from morning to night to receive various types of land documents (copies) from villagers.

To date, the commune has collected over 4000 out of 7000 types of land use right certificates and house ownership certificates (GCN) and identity cards of land users and house owners that have not yet been included in the land database, and transferred them to the Department of Agriculture and Environment. Thousands of cases have already been entered, processed, and digitized. Tam Duong Bac commune is determined to build its local land database according to the criteria of "accurate - complete - clean - active"; unified, synchronized, and consistent with the two-tiered local government organizational model; and implemented according to the requirements and timelines set by the province and ministries. Absolute information security and cybersecurity will be ensured throughout the process of organizing, implementing, completing, operating, connecting, and sharing the national land database.

To achieve these positive results, Comrade Nguyen Vu Trung - Vice Chairman of the People's Committee of Tam Duong Bac commune, said: In accordance with Plan No. 4370 of the Provincial People's Committee on the implementation of the campaign to enrich and clean up land data in Phu Tho province and Guidance No. 2071 of the Department of Land Management - Ministry of Agriculture and Environment , the People's Committee of the commune promptly developed a plan to implement the campaign to enrich and clean up land data in the commune.

This includes defining the workload, timelines, and personnel for each step of the work; establishing a Steering Committee and support teams for the campaign implementation, and assigning specific tasks to each member according to the principle of "clear responsibilities, clear tasks, clear timelines, clear results, clear accountability, and clear authority."

At the same time, direct the specialized departments to check, verify, and compile a report for the Commune People's Committee, and hand over the digitized data to the Department of Agriculture and Environment as requested.

To ensure that residents understand the policy and prepare all necessary documents, the People's Committee of the commune organized a meeting to implement the task of reviewing and collecting land data in the 38 villages of the commune; directing political and social organizations to coordinate with the villages to strengthen propaganda through various forms: on the public address system, public meetings, and direct visits by members of the working group to each household to provide guidance and information.

Officials from the Economic Department cross-check original records and create data, ensuring that the land database in the area is "accurate, complete, clean, and up-to-date."

These days, the land administration officials at the commune level are racing against time, working overtime and even on holidays to meet deadlines. All land administration records received from the villages are collected and transferred to the commune on the same day for digitization and updating of land parcel information into the system.

Mr. Hoang Quoc Viet, a specialist in the Economic Department of Tam Duong Bac commune, said: "To complete all land data, from collecting and entering information to checking and cross-referencing original records and creating data for each land parcel... This is a huge amount of work, requiring the locality to mobilize maximum human resources and equipment."

During the implementation process, the forces encountered numerous difficulties due to the large volume of work, high complexity, and short, urgent deployment time. The requirement to ensure absolute information security and cybersecurity during the deployment, especially the verification of original documents and the creation of data for each land parcel, was solely the responsibility of specialized data entry personnel from the Economic Department.

During the campaign, officials and specialists in the commune's economic department still had to ensure timely processing of administrative procedures for citizens and fulfill the department's professional duties. In addition, the department faced difficulties in collecting land records due to many cases where people were working far away and not present in the locality, or because the land users in the area were not local residents, making data collection difficult; many households had mortgaged their land to banks and could not provide photocopies of their certificates; there were cases of land use where procedures for transfer of ownership had not been completed, such as inheritance or gifting; and some households did not provide certificates due to limited awareness...

All of the above reasons have somewhat affected the progress and quality of the campaign to clean up, enrich, and ensure the accuracy and completeness of the land database in the commune.

Entering the acceleration phase, Tam Duong Bac commune is maximizing its proactive and creative spirit in collecting land data. The commune's steering committee's support teams have worked even on holidays and closely coordinated with functional forces to verify land user information against the national population database. This is a crucial step in creating a transparent digital platform, effectively serving land management and related administrative procedures, and bringing practical benefits to the people.
