"Leverage" for reformed offenders

The preferential credit policy under Decision No. 22 of the Prime Minister on credit for those who have completed their prison sentences is proving effective, contributing to alleviating capital difficulties and creating sustainable livelihoods for reformed individuals. In Phu Tho, the comprehensive and strict implementation of this policy not only helps borrowers stabilize their lives but also contributes to preventing recidivism and maintaining security and order at the grassroots level.

Officials from the Provincial Branch of the Social Policy Bank compile the results of loans granted to individuals who have completed their prison sentences.

In reality, most people who have completed their prison sentences and returned to their communities face difficulties with capital, employment, skills, and feelings of guilt, which can easily lead to recidivism if they do not have a stable livelihood. Therefore, preferential credit policies not only provide economic support but also open up opportunities for reintegration and rebuilding lives for newly reformed offenders.

The case of Mrs. Nguyen Thi Bach T's family, residing in Zone 1, Au Co Ward, is a typical example. Her son had committed a crime related to gambling, and after serving his prison sentence and returning to the local area, the family lacked capital for economic development, leading to many difficulties in their lives.

In that situation, the local authorities and police checked and confirmed that her family met the eligibility criteria, facilitating access to policy credit from the Au Co branch of the Vietnam Social Policy Bank (NHCSXH) with an amount of 80 million VND to develop livestock farming.

Thanks to proper investment and breeding practices, starting with just 5 sows, Mrs. T's family now earns nearly 200 million VND annually, with a profit of around 80 million VND. As a result, her son has found stable employment, gradually overcoming his inferiority complex and confidently integrating into the community.

Mrs. T's family is also one of 41 households with members who have completed their prison sentences and are eligible to borrow capital from the Au Co Branch of the Social Policy Bank - an organization highly regarded for its effective implementation of credit programs for this group.

The case of Ms. Nguyen Thi Bach T's family demonstrates that when policies are implemented correctly and effectively, they not only support an individual's reintegration but also create positive and sustainable changes for both the family and society.

Following the Prime Minister 's directives on credit for those who have completed their prison sentences and those of the superior bank, the Provincial Branch of the Vietnam Bank for Social Policies proactively coordinated with the Provincial Police to advise the Provincial People's Committee on issuing an implementation plan; and simultaneously signed a cooperation program as a basis for unified implementation throughout the province.

Based on this, coordination between the Vietnam Bank for Social Policies, the police, and local authorities has been implemented synchronously and closely from the provincial to the grassroots level. In this process, the police force at all levels plays a core role in reviewing, compiling lists, and verifying eligible borrowers.

The commune-level authorities directly participate in managing the area and directing the entrusted political and social organizations; the Savings and Loan Groups organize public selection processes, ensuring that the correct beneficiaries are selected in accordance with regulations. The Social Policy Bank plays the role of organizing credit implementation, proactively compiling needs, advising on the allocation of capital plan targets; guiding the completion of documents, and organizing timely disbursement to borrowers.

The procedures are publicly available at commune and ward transaction points, facilitating access for the people. In addition, extensive public awareness campaigns are being implemented by coordinated forces. Through the local government system, the police force, and various organizations, the policies are widely disseminated, helping people understand their rights and loan conditions, thereby increasing their acceptance and proactive approach to accessing the funds.

In addition, the commune-level police, local authorities, and various organizations, associations, and savings and loan groups regularly monitor the use of funds by borrowers, providing timely guidance and reminders to ensure that the loan capital is used for its intended purpose.

This not only improves the efficiency of capital utilization but also connects it with management, education, and support for reformed offenders to progress.

Staff at the Au Co branch of the Vietnam Bank for Social Policies actively encourage households to borrow capital, ensuring that the funds are used for the right purposes and yield practical results.

However, during the implementation process, some former prisoners still felt inferior and hesitant, lacking the courage to borrow capital. Therefore, the authorities intensified coordinated efforts to directly promote and encourage participation at the grassroots level; simultaneously integrating the program with poverty reduction and job creation programs to enhance the effectiveness of support.

Publicizing the policy at 479 commune-level transaction points also helps people easily access and monitor it. Mr. Nguyen Thanh Tinh, Deputy Director of the Provincial Branch of the Vietnam Bank for Social Policies, stated: “The close coordination between the Vietnam Bank for Social Policies, the police force, and local authorities is a decisive factor in ensuring the effective implementation of the policy. This ensures that borrowers have timely access to capital, use it for the right purposes, and gradually stabilize their lives.”

Thanks to the synchronized implementation of various solutions, after more than two years, the province has disbursed over 99 billion VND to 1,082 individuals who have completed their prison sentences; debt collection has reached nearly 6 billion VND, with 64 customers having fully repaid their loans. Currently, 1,031 customers still have outstanding debts totaling nearly 95 billion VND. Notably, 100% of borrowers have used the capital for its intended purpose, with no overdue debts or outstanding interest. Policy credit funds have been and are proving to be practically effective, helping many reformed individuals find employment, stable income, and gradually improve their lives. More importantly, the policy has contributed positively to preventing recidivism, strengthening public trust, maintaining security and order, and effectively achieving social welfare goals in the area.

It can be affirmed that, with the coordinated efforts of the police, local authorities, and the Social Policy Bank, the credit policy for those who have completed their prison sentences in Phu Tho has truly become a "lever" helping reformed individuals stabilize their lives and reintegrate into the community sustainably.
