Some growth indicators but still many difficulties and limitations

In October 2025, despite being heavily affected by storm No. 10 (Bualoi) and storm No. 11 (Matmo), causing great damage to people and property; the socio -economic situation of the province remained basically stable. Some key indicators maintained a fairly good growth rate: Industrial production value in October was estimated at 3,483 billion VND, accumulated in 10 months reached 27,604 billion VND, equal to 82.7% of the yearly plan, up 18.9% over the same period last year; total retail sales of goods and social service revenue in October was estimated at 5,200 billion VND, accumulated in 10 months reached 48,132 billion VND, equal to 82% of the yearly plan, up 1.9% over the same period last year; import-export turnover in October reached 52 million USD; Accumulated in 10 months reached 774.3 million USD, equal to 100.6% of the yearly plan, increased over 80% over the same period last year.

Vice Chairman of the Provincial People's Committee Vuong Ngoc Ha summarized the discussion contents at the meeting.

In October 2025, the whole province welcomed nearly 261,000 tourists, a cumulative 10 months welcomed over 3.2 million visitors, reaching 90.1% of the plan; total tourist spending reached over 8,700 billion VND. The harvest of the Summer-Autumn crop was implemented as planned, and livestock diseases were controlled. Land management and environmental protection were implemented in accordance with regulations. Administrative reform, digital transformation and improvement of the investment and business environment continued to receive attention; the settlement of administrative procedures for people and businesses was ensured smoothly, without interruption. Social security policies were fully and promptly implemented; people's health care, education, labor - employment, and poverty reduction continued to receive attention. Political security, social order and safety were maintained, with no hot spots or complications arising in terms of ethnicity and religion.

Director of the Department of Home Affairs Do Anh Tuan presented the Report on the assessment and classification of quality for heads of agencies and units under the Provincial People's Committee and Chairmen of Commune-level People's Committees (September 2025).

However, after the storm and flood, some localities in the province suffered great damage to infrastructure; some traffic routes were eroded, causing local congestion, making transportation difficult, affecting agricultural production and people's lives; African swine fever still has the potential to recur. Land inventory, mapping, and issuance of land use right certificates still face many difficulties. The progress of disbursement of public investment capital and national target programs is still lower than planned; compensation and site clearance work is slow, and some non-budget investment projects have not been implemented on schedule. State budget revenue, especially domestic revenue, has not met the set requirements...

Discussing at the meeting, leaders of departments, branches and People's Committees of communes and wards focused on the results of implementing important targets such as capital disbursement; state budget collection; investment in equipment for public administrative centers; review and reduction of administrative procedures; site clearance, removal of difficulties in construction materials for key projects; work to overcome natural disaster damage; disease prevention in livestock; preparation for the groundbreaking of inter-level boarding schools, organization of the Buckwheat Flower Festival in 2025...

The entire political system is involved in completing assigned tasks.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc shared the difficulties of departments, branches and localities after the merger such as lack of staff, natural disasters causing great damage to people and the socio-economy. However, many tasks and results have not been achieved according to the requirements and directions of the Provincial People's Committee and the Chairman of the Provincial People's Committee.

Comrade Phan Huy Ngoc emphasized: There are only 2 months left until the end of 2025, there is still a lot of work and tasks. To complete the set targets and tasks, the entire political system must join in, promote the role and responsibility of the leader; clearly assign and define tasks in accordance with the spirit of "6 clear": Clear people, clear work, clear time, clear responsibility, clear products, clear authority.

The Chairman of the Provincial People's Committee requested: Project Management Boards coordinate with communes in handing over projects; associated with guiding communes in management, exploitation and implementation of construction activities. Departments and branches review and compile statistics on agencies, units and projects that have not opened new accounts after the merger at the Treasury; focus on site clearance and legal procedures for key projects of the province, especially projects that have started construction and been inaugurated to welcome the 14th National Congress of the Party; advise the province and guide mineral mine investors to remove obstacles in construction materials for key projects of the province, especially serving the Tuyen Quang - Ha Giang Expressway Project; coordinate to inspect and clearly determine the actual unit prices of construction materials exchanged and traded by contractors and quarries.

Chairman of the Provincial People's Committee Phan Huy Ngoc suggested continuing to accelerate the progress of building the provincial planning in the new development space; the Department of Education and Training needs to organize the merger of schools in communes and wards, which needs to be implemented carefully, not making it difficult for people to take their children to school; the Health sector should strive to organize at least one free medical examination for people each year; prepare well the conditions for organizing the Buckwheat Flower Festival; strengthen data digitization, continue to review and cut administrative procedures, reduce the time to handle administrative procedures; research and advise the province to issue new Resolutions of the Provincial People's Council to replace the Resolutions of the People's Councils of the two old provinces of Ha Giang and Tuyen Quang; advise the province to supplement the missing staff for communes and guide the establishment of public service units in communes and wards and arrange surplus headquarters due to the merger.

Regarding the work of overcoming damage caused by natural disasters, the Chairman of the Provincial People's Committee requested to choose the order of priority to arrange resources to support the recovery; continue to promote the capacity and sense of responsibility of the staff, improve the capacity of consulting, performing professional tasks...

At the meeting, the leaders of the Department of Home Affairs announced the results of the assessment and classification of the Heads of agencies and units under the Provincial People's Committee and the Chairmen of the People's Committees of communes and wards in September 2025. Accordingly, for the Heads of agencies and units under the Provincial People's Committee (24 people), 4 people completed their tasks excellently, 16 people completed their tasks well and 5 people completed their tasks; for the Chairmen of the People's Committees of communes and wards, 10/124 people completed their tasks excellently, 88/124 people completed their tasks well and 26/124 people completed their tasks.
