The province has completed the social housing project in the Northwest urban area, Rach Gia ward, with a scale of 1,011 low-rise units. Simultaneously, it has invested in the construction of 7 projects, with a scale of 5,820 units, of which 2,019 have been completed. These projects include: the social housing area within the Rach Tram - Phu Quoc ecological tourism and residential area project, with 294 low-rise units, of which 69 have been completed; the Road No. 2 residential area project, with a scale of 190 low-rise units, of which 95 have been completed; the social housing project in the Tay Song Hau new urban area with 1,321 units, of which 294 low-rise units have been completed; the social housing project in the Golden City An Giang urban area with a scale of 2,580 units, of which 588 have been completed; the Tay Dai Hoc social housing project with a scale of 448 units, of which 100% has been completed; and the Binh Hoa industrial park worker housing project with a scale of 889 units, of which 637 have been completed. The Rach Gia Market Residential and Seafood Center Commercial Center project, with a scale of 98 units, has already commenced construction on 30 units.

According to the Provincial People's Committee, it is expected that in December 2025, the province will begin construction of one new housing block (Tay Song Hau project) with 336 units, and the Phu Cuong Phu Quy urban area project with 751 units. By the end of 2025, the province will have only reached 74%, still lacking 253 units. According to Tran Quang Vu, Deputy General Director of CIC Group Joint Stock Company: “We are currently implementing 5 projects. The current difficulty is that some projects are only partially constructed, and the company is waiting for land allocation, permission to change land use purposes, and adjustments to the project schedule to carry out the next procedures. In addition, the costs of compensation, land clearance, land use right agreements, and investment in technical infrastructure to create land for social housing construction are substantial, leading to high selling prices and limiting the accessibility of social housing support policies for eligible beneficiaries. We propose that the province remove these difficulties and support the company to quickly complete land acquisition and handover to complete the implementation of the projects.”

Nguyen Xuan Binh, Deputy Director of Phu Quoc City Real Estate Investment Joint Stock Company, also shared: “The company is implementing the Rach Tram eco-tourism and residential area project, currently completing 69 out of 294 social housing units. We are currently facing difficulties in selling the project's products. The company requests permission to pay land use fees and an amount equivalent to the value of the land already invested in building the technical infrastructure system for the construction of social housing, as per regulations.”
According to Huynh Thai Lel, General Director of Phu Cuong Hoang Gia Joint Stock Company, the company is currently implementing the Phu Cuong Hoang Gia urban area social housing project and the Phu Cuong Phu Quy urban area social housing project. Both projects are facing difficulties in completing legal procedures and awaiting land allocation, thus prolonging the implementation time. Therefore, the company hopes for support and assistance from relevant departments and agencies to resolve these difficulties and proceed with the next steps.
Deputy Director of the Department of Construction Nguyen Van Hon noted that units with social housing projects should, for projects that meet the conditions for implementation in the near future, promptly carry out the next procedures (extending investment approval, submitting planning adjustment documents, etc.). For projects still facing land clearance issues, investors need to contact the commune-level People's Committee for discussion and implementation. Once land clearance procedures are completed and land is allocated, construction should be started as soon as possible.
“Developing social housing is a humane policy, demonstrating the responsibility of the Party and the State, meeting the housing needs of low-income people. Departments and agencies must focus on resolving difficulties and obstacles related to procedures and recommendations from localities and businesses as soon as possible. For investment procedures that are permitted by law and have no obstacles, procedures must be urgently resolved in the spirit of a “green channel”. For the group of procedures that still have obstacles related to the authority of the province, departments and agencies should advise the leaders of the Provincial People's Committee to take the lead in directly resolving and handling them, contributing to the completion of the social housing construction targets assigned by the Government ,” emphasized Chairman of the Provincial People's Committee Ho Van Mung.
