The Quang Ngai Provincial Civil Defense Command decided to establish four command posts to support response to storm No. 13 in order to promptly direct and mobilize forces and means to help people respond to and overcome the consequences of storms and floods.

On the same morning, Dak Lak Provincial Police said they had mobilized 300 officers and soldiers of the Mobile Police Department to the eastern communes of the province to support people in preventing storm No. 13.
Accordingly, on the night of November 5, more than 300 officers and soldiers of the Mobile Police Department in the West, equipped with specialized vehicles, were dispatched to reinforce the police in communes and wards in the East of the province, supporting people in evacuation, relocation, disaster response, and rescue when requested.
