According to the response plan for storm No. 13 (Kalmaegi) issued by the People's Committee of Quang Ngai province, the total number of households that need to be evacuated is up to 27,000 with nearly 98,500 people, belonging to 77/96 communes, wards and special zones across the province. Of which, the coastal area and low-lying areas in the east (former Quang Ngai province) account for the majority with about 20,000 households, the remaining 7,000 households are in the western area (former Kon Tum province).
Coastal communes and wards alone have more than 8,100 households with nearly 25,700 people; other localities in the east have nearly 11,700 households with more than 40,000 people; the western region has about 7,000 households with nearly 24,000 people. People are given priority to be evacuated in the community, at schools, office buildings, hotels or safe high points.

The disaster prevention shock force and local armed forces were mobilized to take charge of the evacuation. The Chairmen of the People's Committees of communes and wards were directly responsible for organizing, inspecting and ensuring absolute safety for people during the evacuation process.
Along with that, Quang Ngai has also developed a plan to prevent flooding due to heavy rain when the water level of Tra Cau, Song Ve, Tra Khuc, Tra Bong rivers exceeds warning level 3. At that time, the whole province is expected to evacuate an additional 8,700 households with 28,500 people. Specifically, the area along Tra Cau river has about 387 households/1,214 people; Song Ve and Phuoc Giang areas have 1,831 households/5,991 people; the area along Tra Khuc river has 4,376 households/14,809 people. Regarding the risk of landslides and flash floods, the province plans to evacuate about 4,057 households with 16,079 people at 301 locations in 49 high-risk mountainous communes.

Quang Ngai provincial leaders requested localities to complete the evacuation of people before 4 p.m. on November 6, while southern coastal communes and Ly Son island district must complete the evacuation before 1 p.m. on the same day. Telecommunications units have also been directed to send storm warning messages to each resident, ensuring that everyone has timely information to proactively take precautions.
Currently, Quang Ngai authorities are on duty 24/7, checking and reviewing each vulnerable area, ready to deploy emergency response plans when storm Kalmaegi approaches the mainland.
