The Gia Lai Provincial Party Committee activated the Forward Command Post and assigned leaders from key agencies such as the Standing Committee, the Provincial People's Committee, the Provincial Military Command, and the Provincial Police to be in charge of 11 task forces in the east and 2 in the west. From the night of November 5th, these task forces were on duty with 100% of their personnel in key areas.

In addition, the provincial rescue force was mobilized to be on standby in key areas with nearly 8,770 people. The Provincial Military Command alone mobilized nearly 7,800 officers and soldiers and 92 vehicles of various types, including cars, armored vehicles, boats, and 5 unmanned aerial vehicles.

Mr. Pham Anh Tuan stated that the Forward Command Post is responsible for overall operation, maintaining a 24/7 duty roster, receiving reports from working groups and departments, and simultaneously proposing emergency response measures and promptly reporting to the Provincial Party Committee and the National Civil Defense Steering Committee.

At the meeting, Lieutenant General Le Quang Dao, Deputy Chief of the General Staff of the Vietnam People's Army, stated that military units are strictly maintaining civil defense duty in the areas predicted to be affected by Typhoon No. 13. Lieutenant General Le Quang Dao requested Military Regions 4, 5, and 7 to closely monitor the typhoon's developments, review and finalize response plans. Simultaneously, they should prepare forces, equipment, and logistics in areas at risk of flash floods, inundation, and landslides.

Lieutenant General Le Quang Dao also requested that the meteorological and hydrological sector provide detailed forecast data for each area. Meanwhile, functional forces are carefully reviewing vulnerable points to ensure smooth communication.

During the storm's landfall, forces must remain in their designated positions. The people and local communities place high expectations on the military and police, so officers and soldiers must thoroughly understand their duties and ensure their own safety.
